In the immediate vicinity of Cologne Cathedral (UNESCO World Heritage Site), a new ensemble of buildings is planned to replace the existing buildings: the new Kurienhaus of the Hohen Domkirche in Cologne, the new Kölnisches Stadtmuseum (KSM) and the new study building for the Römisch-Germanisches Museum (with connection to the existing listed museum building).The purpose of this tender procedure is to find a joint service provider for the planning services according to HOAI §51 of the measures of the City of Cologne (Cologne City Museum and study building for the Roman-Germanic Museum) and the High Cathedral Church (Kurienhaus). The contract will be awarded separately by the Hohe Domkirche and the City of Cologne; it is planned to merge the two clients into a community of clients.Orders of magnitude:1) Gross floor area GFA: approx. 19,380 sqm (Cologne City Museum and Study Building RGM 15,410 sqm/Kurienhaus 3,970 sqm); 2) Estimated construction costs (cost group 200-600) gross: approx. 81.3 million EUR (Cologne City Museum and Study Building RGM: 64.7 million EUR/Kurienhaus: 16.6 million EUR).The Council Decision on the implementation of the competition 1301/2015 including annexes and the Council Decision 0353/2018 on the inclusion of the plans up to performance phase 3 of the planners are available on the Internet (Council Information System of the City of Cologne: https://ratsinformation.stadt-koeln.de/).)): Draft contract with annexes (including service description).knowledge of these documents is not required for the application procedure.Estimated time frame:1) Commissioning: Spring 2020;2) Termination: 2023;3) The outstanding task within the project is the energetic and building physics processing of the construction measures. The requirements for energy-efficient construction and technical quality are based on the EnEV, the EnEG and the EEWärmeG and are described in the "Energy Guidelines of the City of Cologne". in the area of noise protection, the requirements for noise protection are defined, taking into account local and expected future emissions from outside as well as internally, and advice is given on the design and construction of the components as well as the definition of separating and flanking components. With regard to room acoustics, not only the users but also the scenography consultants are to be involved in the coordination of technical planning concepts; the coordination of room acoustics is of particular importance since the use of rooms (e.g. exhibition rooms) can change.Conditions for the execution of the contract:(1) The local presence must be ensured throughout. For the construction project, the possible working hours should be exhausted; weekend and holiday work should not be excluded. The realisation may take place in several construction phases. Personnel continuity with regard to on-site presence shall be ensured as far as possible;(2) Fulfilment of the requirements described in the contract/the annexes to the contract;(3) 3-D planning;(4) Documentation/communication via Internet-based project room;(5) Professional liability insurance in accordance with Section III.1.2);(6) When executing the contract, the applicant may only use persons who make a declaration in accordance with Section 1 of the Obligations Act.
