Description

The purpose of this file is to contract the service of integral surveillance and access control in the port facilities that, depending on the public business entity Portos de Galicia, are subject to the application of the International Code for the Security of Ships and Port Facilities against the threat of events or deliberate illegal acts affecting maritime security, together with the supply and maintenance of the equipment required to carry out this task, in accordance with the services set out in the Specific Technical Specifications (hereinafter, PPTP), in accordance with the provisions of Article 116 of Law 9/2017, of 8 November, on Public Sector Contracts (hereinafter, LCSP).
This contract is a response to the needs set out in the port facility security plans, which have been drawn up and approved in accordance with the applicable regulations: - International Ship and Port Facility Security Code (ISPS Code) of the International Maritime Organization,- Regulation (EC) 725/2004, of 31.3.2004, on ship and port facility security,- Directive 2005/65/EC of the European Parliament and of the Council, of 2610.2005, on enhancing port security, incorporated into Spanish law by Royal Decree 1617/2007 of 7 December, which establishes measures to enhance port and maritime transport security, as well as complementary and implementing legislation. At present, among the ports managed by EPE Portos de Galicia, there are eight ports that have facilities subject to the application of the aforementioned legislation: Ribadeo, Burela, Celeiro, Cariño, Laxe, Brens-Cee, A Pobra do Caramiñal and Ribeira.Description of the work: the actions to be carried out are described in section 5 of the Contract Characteristics Chart (CCC) attached to the PCAP, as well as in the PPT, and are summarized in the following: - general surveillance and on-site control at access points,- supply and installation of security elements, equipment and systems,- security systems management platform,- equipment and systems maintenance,- alarm verification service.
