Within the framework of the preliminary investigation of areas for offshore wind energy, § 10 para. 1 WindSeeG, geophysical investigations (Lot 1) and hydrographic surveys (Lot 2) - distributed over the years 2021 and 2022 - are to be carried out as part of the geological preliminary exploration in area N-9 of the FEP (draft area development plan 2020 for the German North and Baltic Seas, 4.9.2020) in the German Federal Republic. AWZ of the North Sea. This concerns the FEP area N-9.1 in 2021 and the FEP areas N-9.3 and N-9.4 in 2022. The overall objective is the collection and processing of hydrographic/geophysical data for provision to third parties, who are obliged to provide these data in accordance with § 9 para.1 No.1 Lot 1: The geophysical investigations on the respective areas comprise the surveying of a given profile grid by means of sediment echo sounder and high-resolution multi-channel seismics. In addition, the recorded data sets will be processed, evaluated and documented and suitable locations for the subsequent geotechnical investigations will be determined.Lot 2: The work comprises the area-wide survey of the respective areas using multibeam echosounders, side-scan sonar including ground truthing, sediment echo sounder and magnetometer as well as video investigations using ROVs. The services described here according to Lot 1 and Lot 2 can be offered in addition to a bid for one of the two lots as a combined service in the form of a supplementary offer.
The contractual services for the investigation of the FEP areas N-9.1 (in 2021) as well as N-9.3 and N-9.4 (both in 2022) are:- the acquisition of a complete grid-shaped hydroacoustic/seismic data set for geophysical preliminary exploration and thus the creation of a data basis for the subsequent geological reports or geological models. The following measurements are planned:-- sediment echo sounder (SBP) incl. waterborne sounding measurements (SVP);-- multi-channel seismic (MCS);- the processing of the hydroacoustic data;- the processing of the hydroacoustic data;- the processing of the multi-channel seismic data;- the prestack processing of the multi-channel seismic data. This has to include the most important processing steps (e.g. data cleaning, multiple suppression, etc.);- the processing of the hydroacoustic data;- the processing of the multi-channel seismic data;- the prestack processing of the multi-channel seismic datathe (poststack) processing of the recorded data with regard to their evaluation in the time domain;- a preliminary evaluation of the data in the (poststack) time domain to determine suitable locations for the subsequent geotechnical investigation;- provision of a data project that combines the bathymetric data from the SBP and MCS measurements and is suitable as a data basis for creating a 3D model in the depth range;- a GIS-based summary of the evaluation results;- documentation of the work and evaluation results.The focus of the project is on data acquisition and data processing. The prestack processing of the multi-channel seismic data is to be optimized for a later depth conversion of the data. The aim is to create a data basis for a 3D model in the depth range. As a result of the data evaluation, a preliminary ground model in the time range is to be created, which gives a rough overview of the general ground conditions (dominant stratigraphic units, geological structures, etc.). On this basis, proposals for drilling and CPT locations are to be worked out and presented to the client. The drilling locations are to be selected in such a way that the deep subsoil in the area under investigation can be described as comprehensively as possible in terms of engineering geology using a combination of geophysics and geotechnics.Possible changes to the project areas, which are justified in the current FEP update process, may possibly lead to changes in the geometry of the investigation area and thus in the overall profile length. Geophysical investigation of the area N-09-01 (2021): The investigation area N-09-01 is located in the German North Sea EEZ in area N-9 of the FEP ("Draft Area Development Plan 2020 for the German North and Baltic Seas" of 4.9.2020) and has a total size of approx. 122 km2. The study area refers to the project area N-9.1 of the FEP, but is not completely identical in its geometry, but goes beyond it. The investigation area N-09-01 is located approx. 8 km to 19 km northwest of the already operating OWPs "Deutsche Bucht", "Veja Mate" and "BARD Offshore I" between the gas pipeline "Norpipe" and the Dutch-German sea border of the EEZ.The distance to the port of Emshaven is approx. 130 km as the crow flies, the distance to the ports of Wilhelmshaven, Cuxhaven and Bremerhaven approx. 180 km to 210 km. Geophysical investigation of the area N-09-03 (2022): The investigation area N-09-03 is located in the German EEZ of the North Sea in the area N-9 of the FEP ("draft area development plan 2020 for the German North and Baltic Sea" of 4.9.2020) and has a total size of approx. 120 km2. The study area refers to the project area N-9.3 of the FEP, but is not completely identical in its geometry, but goes beyond it. The investigation area N-09-0 3 is located approx. 10 km to 24 km northwest of the OWPs "Deutsche Bucht" and "Veja Mate" between the gas pipeline "Norpipe" and the Dutch-German sea border of the EEZ.The water depths are 40 to 42 m (LAT), the distance to the port of Emshaven is approx. 135 km as the crow flies, the distance to the ports of Wilhelmshaven, Cuxhaven and Bremerhaven approx. 190 km to 220 km. Geophysical investigation of the area N-09-04 (2022): The investigation area N-09-04 is located in the German EEZ of the North Sea in the area N-9 of the FEP ("draft area development plan 2020 for the German North and Baltic Sea" of 4.9.2020) and has a total size of approx. 117 km2. The study area refers to the project area N-9.4 of the FEP, but is not completely identical in its geometry, but goes beyond it. The investigation area N-09-0 4 is located approx. 16 km to 33 km northwest of the already operating OWPs "Veja Mate" and "BARD Offshore 1" between the gas pipeline "Norpipe" and the Dutch-German sea border of the EEZ.The water depths are 40 to 42 m (LAT), the distance to the port of Emshaven is approx. 140 km as the crow flies, the distance to the ports of Wilhelmshaven, Cuxhaven and Bremerhaven approx. 190 km to 220 km. The offshore island Helgoland is located about 145 km east-south-east of the area. The contractual services for the surveying of the FEP areas N-9.1 (in 2021) as well as N-9.3 and N-9.4 (both in 2022) are:- a complete area-wide hydrographic survey including documentation within the scope of the preliminary investigation according to §§ 10 para. 1 WindSeeG and thus the creation of a data basis for the subsequent geological report or The following services are planned:- Mobilization of the measuring vessel including documentation;- Multibeam echosounder measurement, including backscatter recording;- Waterborne sounding measurement;- Side scan sonar measurement;- Sediment echosounder measurement;- Grab sampling, including grab sampling;- Water sampling, including backscatter recording;- Waterborne sounding measurement;- Side scan sonar measurement;- Sediment echosounder measurement;- Grab sampling, including grab sampling Video;- the measurements by means of fan echo sounder, side scan sonar, sediment echo sounder and magnetometer are to be carried out simultaneously;- preparation, processing and evaluation of the recorded hydroacoustic data;- after processing and evaluation of the recorded data, ROV surveys for the verification of identified objects are to be carried out - as far as required by the BfN Mapping Instructions for "Reefs" in the German Exclusive Economic Zone (EEZ), 2018;- documentation of the work carried out and results in the form of a final report;- a GIS-based summary of the evaluation results;- handover of the evaluation projects and products.The measurements in the working area have to be carried out within a coherent time frame and the recorded raw data have to be handed over by July 1st of the respective year of investigation at the latest. The following standards are to be used as minimum requirements:- IHO (International Hydrographic Organization), Standards for Hydrographic Surveys, 5th Edition, February 2008, Special Publication No44;- Guidance for mapping the seafloor using high-resolution sonar in the German marine regions, Version 1.0, 30.04.2016, Federal Maritime Authority;- BfN mapping guide for "reefs" in the German Exclusive Economic Zone (EEZ), 2018, Federal Agency for Nature Conservation;- BSH standard for subsoil investigation. Minimum requirements for subsoil exploration and investigation for offshore wind turbines, offshore stations and power cables, February 2014;- BSH standard Investigation of the effects of offshore wind turbines on the marine environment (StUK4), October 2013.The investigation areas N-09-01 (to be surveyed in 2021) as well as N-09-03 and N-09-04 (each to be surveyed in 2022) are located in the German North Sea EEZ in area N-9 of the FEP ("Draft Area Development Plan 2020 for the German North and Baltic Seas" of 4.9.2020) approx. 8 km to 33 km north/northwest of the already operating OWPs "Deutsche Bucht", "Veja Mate" and "BARD Offshore I" between the gas pipeline "Norpipe" and the Dutch-German sea border of the EEZ. The areas under investigation refer to the project areas N-9.1, N-9.3 and N-9.4 of the FEP, but their geometry is not completely identical, but goes beyond them. The total areas to be surveyed thus amount to approx. 129 km2 each with water depths of 40 to 42 m (LAT). Possible changes of the project areas justified in the current update process of the FEP may possibly lead to changes in the geometry of the investigation areas and thus in the total areas to be surveyed.
