Description

In order to be able to cover the demand for the project-based digitisation of old files as required via individual call-offs, the conclusion of framework agreements with up to 4 economic participants on the provision of scanning services and other related services has been put out to tender. In addition to ekom21, its association members, the administrative districts, cities, municipalities, administrative communities and special-purpose associations in the federal state of Hesse, each including their legally independent and dependent institutions and associations, are also entitled to subscribe to ekom21. The written material can be paper documents of the most varied type, paper quality and composition as well as formats (e.g. double-sided inscribed, in folders or files, stapled, with notes etc.), in particular files from the general administration as well as from building and aliens offices. The object of individual call-offs can be services from the following areas, which can be called up, specified and varied flexibly in the individual order in whole or in part, depending on the requirements and needs of the authorized person:- Pick up on site at the beneficiary and transport of the documents to the contractor - Scan and file preparation - Tracking - Scanning and processing of the documents - Compliance with the requirements of BSI TR-03138 Replacing scanning (Resiscan) and the Vitako guideline for replacing scanning in municipalities according to TR Resiscan (2017),- Indexing, post-processing, data transfer, intermediate storage, return transport, destruction according to DIN 66399, security level 4, rescan or scan-on-demand (SoD) orders.The service providers sought must be able to process a volume of at least 1 million sheets per month and store these for up to 6 months before destruction takes place. ekom21 concludes a framework agreement with the award of the contract - without giving reasons for an obligation to take delivery - which is intended to make it possible to cover the procurement requirements of the entitled parties from the service fields roughly described above which cannot yet be planned in detail and specified at the time of its conclusion. The framework agreement is exercised by awarding individual contracts with which the deliveries and services are specified and individualized as required. The award of individual contracts depends on the specific procurement decision and the respective demand of the beneficiaries, who are in principle free to award individual contracts in their decision. The contractor is therefore not entitled to the award of individual contracts or the acceptance of certain quantities. Only with the individual order does the client commit himself to the extent to which the respective services from the framework agreement are called up. Individual orders can be made up to the last day of the term of this framework agreement. The Contractor shall be obliged by a framework agreement to carry out deliveries and services covered by the framework agreement in accordance with his offer, to which the Contractor has been awarded the contract, in accordance with the individual call-offs to be issued.
