Public notice is hereby given that the PUBLIC ORGANIZATION wishes to issue a call for tenders for the execution of work to save drinking water in various schools of the Commission scolaire des Samares (see for this purpose the list at the end of the document "Additional Conditions").

INFORMATION
As of Thursday, September 12, 2019, any person or company will be able to obtain the tender documents on the "Système électronique d'appel d'offres" (SEAO) website. The pricing list can be found under the heading "Customer Service". Bidding documents can only be obtained through the SEAO.

APPLICABLE INTERGOVERNMENTAL AGREEMENTS
This call for tenders is subject to the following intergovernmental agreements:

AGREEMENT TO LIBERALIZE PUBLIC PROCUREMENT IN QUEBEC AND NEW BRUNSWICK;
TRADE AND COOPERATION AGREEMENT BETWEEN QUEBEC AND ONTARIO;
CANADIAN FREE TRADE AGREEMENT;


SUMMARY DESCRIPTION OF THE WORK
The work covered by this agreement includes, but is not limited to, the following:
The supply and installation of water meters, motorized valves and backflow prevention devices to enable the Commission scolaire des Samares to complete in the schools under its responsibility, the installation of this equipment to protect its facilities in the event of a leak, to report to the Ministry and to comply with government policy for water consumption.

Date of Receipt With Work Reserve: 2020-03-06

It should be noted that for the majority of institutions, the work will have to be carried out outside normal business hours, i.e. from 7:30 a.m. to 4:00 p.m., all of which must be coordinated with the project manager.

CLOSING, RECEIPT AND OPENING OF BIDS
To be valid and considered, bids (one (1) original and ONE (1) USB key, or CD-ROM, containing an unlocked electronic copy of the original paper copy of the Bid Form and duly completed annexes) must be placed in a sealed envelope marked "Bid for "Drinking Water Economy" and must be received at 4671, rue Principale, Saint-Félix-de-Valois (Québec) J0K 2M0, no later than Thursday, October 10, 2019 at 2:00 p.m., local time, to be publicly opened at the same location, on the same day, at the same time. Any subsequent submission received will be automatically rejected.
The PUBLIC ORGANIZATION does not undertake to accept any of the bids received in connection with this call for tenders.

INFORMATION MEETING
An information meeting is scheduled for Thursday, 19 September 2019 at 09:30. Bidders must present themselves at the Atelier Joliette of the Material Resources Department at 8, rue Monseigneur-Lafortune in St-Paul (Québec) J6E 6G7.

The presence of bidders at this information meeting offered by the PUBLIC ORGANIZATION is strongly recommended. Indeed, due to the large number of establishments covered by this call for tenders, no site visits are planned. Each bidder is responsible for sending a representative to this meeting.

Any Person interested in bidding is invited to the information session offered by the PUBLIC ORGANIZATION. Failure to participate shall not be used as an excuse or pretext for errors, omissions or irregularities on the part of a SUBMISSIONER or the ENTREPRENEUR. Each SUBMISSIONER is responsible for sending a representative to this meeting. In addition, the PUBLIC ORGANIZATION assumes no responsibility for SUBMITTERS who did not attend the information session with respect to any information that may have been provided during the information session.

BID SECURITY
The bidder must provide a bid security equivalent to TEN PERCENT (10%) of the total price proposed in its bid. This bid security must be filed in one of the following forms:
a bond;
a certified cheque, money order or bank draft made payable to the PUBLIC ORGANIZATION;
an irrevocable letter of guarantee issued in favour of the PUBLIC ORGANIZATION by a financial institution.

OFFICE CLOSURE
If, for exceptional circumstances, the PUBLIC ORGANIZATION were to close its doors on the day indicated for the on-site visit and/or for the receipt of tenders, this date would be postponed to the next working day, at the same place and time.
This Invitation to Tender represents an overview of certain conditions set out in the Invitation to Tender documents, of which it forms an integral part. The bidder must read all the tender documents.
