Description

Kunnskapsdepartementet [the Ministry of Education and Research] wants an ongoing evaluation of the scheme with multiple year development contracts between the ministry and the individual institution (university/college). The development contracts must contribute to high quality and a diverse sector through previous institution profiles and improved sharing of work. The primary objective of the evaluation is to see whether the scheme functions as intended or if there is a need for changes. The scheme was gradually introduced in the period 2016-2019.The Ministry of education and research wants the evaluation to include:— the potential of the development contracts to contribute to high quality and a diverse sector through clearer institutional profiles and better division of labour,— the impact that the development contracts have on interaction between the institutions and potentially for horizontal coordination between the institutions,— the impact that the development contracts have on control and management at the institutions, and how the institutions utilise the development contracts in the strategic and operative management,— how the development contracts function together with other management tools,— the impact the development contracts have on the management communication between the ministry and the institutions,— proposals for how the scheme with development contracts can possibly be improved.
