Description

The Department of Health and Aged Care (the Department) is seeking Tenders from high priority, national Clinical Quality Registries (CQRs) to participate in the National Clinical Quality Registry Program (referred to as Stream 1).
Stream 1 (Round 2) will provide operational support for a small number of existing CQRs that:
• meet the definition of high priority (see full definition at Criteria 1 in the Statement of Requirement).
•  are national or have the potential to be expanded nationally.
•  have a core purpose to drive safety and quality improvement.
• are cost shared with other partners.
This aligns with the principles of the Australian Commission on Safety and Quality in Health Care’s Framework for Australian clinical quality registries (the CQR Framework) and the priorities the National Clinical Quality Registry and Virtual Strategy 2020-2030 (the National Strategy).
For the purposes of this Request for Tender (RFT), operational funding must be used to support the operations of existing CQRs as they work towards achieving their core purpose of driving safety and quality improvement e.g., funding may go towards staffing, IT infrastructure or technical support, or boosting data capture, analysis, and reporting activity, etc. It should not be used to create a brand-new registry.
The detailed specifications and requirements for the Services are set out at SCHEDULE 1 - Statement of Requirement.
The National Clinical Quality Registry Program aims to improve the quality of health care and ensure better health outcomes for Australian patients.
Clinical Quality Registries (CQRs) systematically monitor the appropriateness and effectiveness of health care, within specific clinical domains, for the purpose of driving ongoing safety and quality improvement.
The Department is seeking the services of a small number of additional CQRs to monitor areas of the greatest burden of disease and cost to the Australian health system, or with greatest unwarranted variation in care and outcomes.
The aim of this RFT is to:
• improve national monitoring of the appropriateness and effectiveness of health care.
• inform quality improvement in areas of greatest burden of disease and cost to the Australian health system.
• support the sustainability of high priority, national CQRs.
Note this RFT excludes the twelve (12) CQRs already receiving operational funding under Stream 1  of the National CQR Program. However, CQRs who receive other types of Departmental or Commonwealth funding may apply.
Tenderers, including existing national CQRs, may apply as a partner with one or more other organisations and/or consortia. A lead organisation for the consortia should be declared whereby this organisation will hold the legal obligations under any contract that may be entered into.
