The U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) in support of the Supplemental Nutrition Assistance Program (SNAP) is seeking information on how an interested contractor would design, develop, and implement an interstate data system, to be known as the "National Accuracy Clearinghouse," to prevent multiple issuances of SNAP benefits to an individual by more than one State agency simultaneously.

This RFI is issued as market research to determine industry's capabilities. This RFI is issued solely for information and planning purposes. All information received in response to this RFI marked "Proprietary" will be handled accordingly. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will assist FNS in determining the potential level of interest, competition adequacy, and technical capabilities of commercial vendors to provide the required products and services. The Government does not guarantee any action beyond this RFI. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense.
