The contractor provides fitters in the required number and qualification for the number of maintenance hours specified in the quantity structure. In the participation competition, applicants have the opportunity for the first time to submit an application to participate in the Dynamic Procurement System. If the application for participation is not submitted before the deadline for participation expires on 21.10.2020, 17.00 hrs, the awarding authority cannot ensure that the applicant will be considered for the first upcoming mini-competition, provided that a positive aptitude assessment has been made. Once suitability has been established, the applicant will be awarded a framework contract and will be involved in future calls for tenders for mini-competitions (explained below): For all requirements that must be covered during the term of the dynamic procurement system, individual contracts will be awarded within the framework of mini-competitions. These are based on the provisions of § 14 (5) VSVgV, and the requirements are generally awarded annually for the following year. Any additional requirements that may become necessary during the year will also be awarded in the course of mini-competitions. All companies that are holders of a framework agreement as participants in the dynamic procurement system at the time of the call for tenders will be involved in the mini-competitions. The conditions for the individual contract will be specified in the tender documents of the respective mini-competition, in particular with regard to the personnel capacity and qualification required for the respective annual requirements as well as any required additional services, such as special tools or technical documentation. The awarding authority may exclude the bid of a company that is unable to provide the required number of employees with the required qualifications or cannot meet the requirement for the provision of such personnel. The most economical bid is determined on the basis of the bid price and the personnel qualification using the simple guideline method (both criteria are weighted with 50% each). Details of the evaluation methodology and criteria will be given in the invitation to tender.
The forecast total number of hours for all 4 years is 68 000 maintenance hours (17 000 planned hours per year). Optionally, an additional total of 20,400 maintenance hours can be ordered (quantity option).
