Description

During the year, the City of Essen constantly requires new wheelchairs due to relocations, an increase in personnel or wear and tear. The subject of this invitation to tender is therefore the conclusion of a framework agreement for the supply of wheelchairs for the City of Essen. The furniture ordered is to be delivered by the contractor within a period of 25 working days after call-off to more than 350 locations distributed throughout the city of Essen.The contract term begins two years from the date of commissioning, plus the option to extend the contract twice for a further year each time, so that the maximum term is four years. If the contract is not terminated by the City of Essen within three months of the end of the contract term, the contract will be tacitly extended by a further year. Also covered by the framework agreement is the continuation of the furniture replacement program started in 2019. Over a period up to and including 2024, all administrative workplaces are to be equipped with a new ergonomic wheelchair. The total volume and delivery locations will be distributed as evenly as possible over the total time span of the replacement program. The annual volume will amount to approximately 850 wheelchairs. In addition, there will be a one-off delivery of approx. 260 further wheel swivel chairs to be exchanged at the Essen system house in 2024. Due to the different logistical requirements, it is necessary for the contractor to assume the coordination tasks for this exchange described in the following course of the specifications. If a contractor is unable to provide the necessary suitability in this respect itself, it may use a subcontractor.The maximum value of the wheelchairs to be called off from the framework agreement to be concluded is EUR 3,410,000.00 gross for the total term of the agreement including all options.A granting of a 10-year warranty on all components of the wheelchair is a prerequisite, as is a post-purchase warranty for all spare parts of at least 10 years from the date of purchase.The City of Essen reserves the right to carry out a sampling of the wheelchairs offered as part of this invitation to tender. The offered wheel swivel chair is to be sampled within 4 working days (until 11.07.2022) after a separate request, which is expected to be sent on 06.07.2022 via the procurement marketplace Metropole Ruhr. The place of delivery will be announced with the request for samples. Delivery free to the point of use must be free of charge and is mandatory for further consideration of the offer. Sampling will only be limited to shortlisted bids with a real chance of being awarded the contract, in order to keep the effort for the bidders and the awarding authority as low as possible.100% of the price will be taken as the basis for determining the most economical bid:Pursuant to Section 122 (1) of the Act against Restraints of Competition (GWB), only bidders will be considered who have the necessary expertise and capability for the service to be awarded and have demonstrated this.Pursuant to Section 122 (1),2 GWB in conjunction with Section 42 et seq. § Section 42 et seq. of the Ordinance on the Award of Public Contracts (VgV), bidders are required to submit various documents (if necessary, filled out/signed) with their bids as proof of their expertise and capability.
Special requirements for the wheel swivel chairs- Seat and back move in a ratio of 1:1 constant back angle during downward/backward seat movement or the wheel swivel chair offered has a synchronous mechanism- Load limit: min. 150 kg (BS 5459)- The front edge of the seat must not lift the user's legs during movement- Function or control levers that can be operated from both sides. Progressive weight adjustment- The counterpressure of the chair depends on the degree of recline- Continuously adjustable backrest counterpressure from at least 40 to 135 kg- Reinforced mechanism (up to 170 kg) and lightweight mechanism (under 45 kg) are optionally available- Fully upholstered backrest, fully upholstered and fabric-covered with integrated pelvic support- Backrest height adjustment of min. 6 cm- Dimensions backrest upholstery min. 54 cm x 46 cm x 8 cm (H/W/D)- Dimensions seat upholstery min. 47cm x 49 cm x 7 cm (L/W/D)- Individually adjustable backrest angle adjustment of up to 15 degrees- Seat height adjustment with standard safety gas lift from min. 40 to 55 cm seat height. Suppliers must be German-speaking. The delivery addresses are located in the Essen city area. Deliveries must be made regularly from Monday to Thursday between 7:00 and 15:00 and on Friday between 7:00 and 12:00. Delivery times must always be coordinated with the contracting agency in a timely manner.Bidders are expected to provide a well-functioning, German-speaking service and repair service. Repairs must be completed within five days of receipt of order. The contractor must be available within business hours Mon.-Fri. between 8:00 a.m. and 3:00 p.m.The following coordination tasks are to be performed within the framework of the furniture replacement program:- Planning of the sequence and schedule preparation with the participation of the respective departments(The departments and locations are given by here as examples for the 2nd half of 2022 and 1st half of 2023. Changes are possible for organizational reasons.).- Communication with the departments, inquiry about the required chairs(number, type of castors)The need for wheel swivel chairs is usually to be determined in an on-site meeting.- Concrete date arrangements for the delivery of the wheel swivel chairs with the respective department- Collection and utilization of the exchanged furniture (Unless otherwise agreed, collection and new delivery of the furniture must take place on the same day.)- Control of the removal of the old furniture and the new delivery- Preparation of lists for the exchange (quantity structure of each section with information to the client)- Close cooperation with the following departments- Office for Central Service regarding the billing modalities- Real Estate Management regarding questions about the property or scheduling of upcoming moves, etc.-. The coordination effort and the furniture recycling/collection are to be included in the price per wheelchair.
