Description

Maintenance, inspection and fault management of the technical facilities of the boiler house (gas boiler plant, pellet boiler plant, combined heat and power plant, other associated facilities) of the Federal Police in Bad Düben.
The subject of the contract is maintenance and inspection, if necessary minor repair work, as well as troubleshooting of the technical equipment and facilities of the Federal Police in Bad Düben.--The following heat generators are installed in the boiler house, which are part of this tender:- NT gas boiler 1,600 kW- pellet boiler system 950 kW incl. storage and discharge- combined heat and power unit (CHP) 115 kW thermalIn addition to the heating equipment of the boiler house, such as 2x buffer storage tanks, distributors, pumps, control valves and piping systems, the water treatment system, pressure boosting and pressure maintenance as well as the gas supply from the boiler room entrance (from the gas meter) are also part of the scope of services.The Contractor undertakes to comply with all statutory provisions, the relevant DIN and DIN-EN standards and protective regulations, in particular the DGUV, the German Ordinance on Industrial Safety and Health, accident prevention regulations, technical rules for workplaces, AMEV guidelines, manufacturers' specifications and the generally recognized rules of technology during maintenance and, if necessary, repair.--The Contractor shall be obliged to carry out all necessary maintenance measures. Maintenance shall be carried out at least in accordance with the manufacturer's specifications. The Contractor shall also be assigned the services contained in the specifications, in the maintenance plan "Module maintenance and module inspection plan for Vitobloc 200 EM-70/115 CHP module" (Appendix C-02) and in the work cards (Appendices C-03a-e). The contents of the work cards are not exhaustive and there is no claim to completeness.--The Contractor shall be obliged to carry out those repair works in connection with the maintenance which are indispensable for restoring the nominal condition, which are not already covered in the work cards / the maintenance plan and which do not increase the time normally expected for the maintenance.-The Contractor shall carry out other repair works upon request within a reasonable period of time. A separate contract shall be concluded for this purpose. The Contractor shall be obliged - also outside the regular maintenance dates - to eliminate faults which impair plant safety or endanger the use of the building.The Contractor shall carry out the work immediately within and also outside the normal working hours (e.g. at night and on Sundays and public holidays).The Contractor shall ensure the elimination of faults by setting up an on-call service with an on-call center. The on-call service shall be available 24 hours a day, 365 days a year. The Contractor shall set up a uniform external service telephone number with corresponding capacity for receiving fault reports. The Contractor shall inform the Client of the service number 10 weeks before the start of performance.After notification of a malfunction by the operating technology (building control system or operator of the plant), the Contractor shall immediately (X + 1 hour) initiate its rectification and must endeavor to complete this within a maximum period of 8 hours. In case of unacceptable delays due to plant-specific reasons, the Contractor shall prepare a fault analysis within this period of time and forward it to the office specified by the Client.If danger to life, health or the environment as well as material damage may occur, the Contractor shall arrange for emergency operation.The Contractor shall be obliged to ensure the heat supply of the property during the winter months by means of emergency operation of the heating system within 48 hours in case of an emergency of the heat generators in the boiler house.A protocol shall be drawn up for each fault rectification and signed by the person responsible for the fault rectification. The Contractor shall perform the services in such a way that the safety of the technical systems is maintained. The operational readiness is to be maintained during the performance of the services, as far as this is possible. All relevant laws, regulations, in particular the accident prevention regulations, standards, guidelines, etc., as well as the recognized rules of technology shall be observed. The Contractor shall perform the service with his own company. He may transfer parts of the performance to subcontractors with the consent of the AG. The Contractor shall be obliged to employ appropriately qualified and reliable skilled workers. The Contractor shall be obliged to provide or supply all auxiliary materials (e.g. measuring equipment, tools), auxiliary materials (e.g. lubricants and cleaning agents), engine oil as well as suitable access equipment (e.g. ladders, lifting platforms) etc. required for the performance of the services. Unless otherwise stated, the costs shall be included in the unit prices.--The Contractor shall document in a performance record the services performed and the general condition of the plant ascertained in this connection, including any repair services that may become necessary in the foreseeable future, as well as any parts installed or replaced.--The Contractor shall plan in advance the dates for the performance of the contractually agreed services for the current fiscal year.--Further details can be found in the Special Terms and Conditions of Contract and their appendices.
