Description

The Contractor's services include, in terms of their nature and scope, all measures required for the safe, functional, economic and environmentally friendly operation of the property, the buildings and the technical installations and which ensure the Contractor's obligations as operator. The Contractor is thus fully responsible, among other things, for cyclical and timely maintenance and inspection during and after expiry of the manufacturer's warranty. Within the scope of the fault management, the Contractor shall guarantee a fault service 24 hours a day, 365/366 days a year The required services shall be provided in accordance with DIN 31051 / EN 13306, DIN 32736, the guidelines of the Working Group for Mechanical and Electrical Engineering of State and Municipal Administrations (AMEV) and VDMA 24186.The "Technical Building Management" includes the following installations of the cost groups according to DIN 276:- 300 technical installations from the field of building construction;- 330 external walls (external doors and windows, sun protection);- 340 internal walls (internal doors and windows);- 360 roofs (skylights, roof openings, etc.);- 340 roofs (roof windows, roof openings, etc.)410 waste water, water and gas installations;- 420 heat supply installations;- 430 air conditioning installations;- 440 power installations;- 450 telecommunications and information technology installations;(if applicable 460 conveyor systems;- 470 user-specific systems;- 480 building automation;- 530 building structures in outdoor facilities;- 540 technical systems in outdoor facilities;The personnel employed by the Contractor must in principle have a safety inspection in accordance with the Federal Safety Inspection Act (Sicherheitsüberprüfungsgesetz - SÜG). A simple safety inspection in accordance with § 8 para. 1 SÜG (so-called Ü1) is required. The security checks shall be carried out under the responsibility of the Principal pursuant to § 3 para. 1 no. 1 SÜG. The Contractor undertakes to employ only employees who have successfully undergone security checks (Ü1), to submit the relevant evidence within one week of the award of the contract for employees who have already undergone security checks (Ü1), or to provide the necessary data and information for the security check immediately after the award of the contract for employees who have not yet undergone security checks (Ü1).
For the duration of the contract period- the Principal shall commission the Contractor to perform technical building management services;- the Principal shall transfer to the Contractor the operating responsibility for the technical installations listed in the contract documents. This also includes the obligation to ensure safety on the roads. Stage 2 - Start: 1.12.2020- Acceptance of equipment and technical systems including functional testing- Documentation of the acceptance for each technical system (in the sense of a handover protocol) including comparison of the open defects and the existing repair status, if applicable- Acceptance and management of spare and wear parts as well as components and assemblies including the maintenance planning, repair and reporting;- Clarification and coordination of basic processes for maintenance planning, repair and reporting;- Preparation of documentation and archive regulations in accordance with the documentation filing of the CL including archive regulations on site;- Establishment of the monthly and annual reporting system;- Clarification and coordination of basic processes for maintenance planning, repair and reporting;- Preparation of documentation and archive regulations in accordance with the documentation filing of the CL including archive regulations on site Preparation of the Contractor-specific risk analyses for the performance of the Contractor's services at the technical facilities of the property- Complete preparation of the documentation in accordance with the BImA documentation guideline, including the inspection by the Client - Preparation of risk assessments - Preparation of subcontractor lists The Contractor shall vacate the premises made available to him by 1.2.2021 at the latest and to furnish them completely.Start-up phases and regular operation:The Contractor is obliged to perform all tasks and services described in the specifications and service specifications in accordance with economic, operational and ecological requirements and in compliance with the following provisions:- the statutory provisions relevant to the purpose of the contract described,- other standards, such as the Industrial Safety Ordinance, Drinking Water Ordinance, workplace ordinances and workplace guidelines, accident prevention regulations and official regulations, ZÜS regulations,- the generally recognised rules of technology, such as:- the European Standards (EN) of the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (CENELEC) as well as- the standards of the German Institute for Standardisation (Deutsches Institut für Normung e.).V. The Contractor must use up-to-date CAFM software with the minimum functions:- Web-based access (10 access licenses)- planning, monitoring, documentation of all maintenance and inspection and repair measures;- recording and evaluation of technical/commercial data of the building management and maintenance as well as of consumption and meter data;- documentation/monitoring of all manufacturer warranties and guarantees;- transparency of the resources used;- avoidance of media breaks and duplication of work;- integration of a continuous and consistent data management;- documentation capability;- historization and archiving;The CO's CAFM system must comply with the IT security requirements of the Federal Office for Information Security (BSI) on both the software and hardware side and be implemented in an operating environment certified according to ISO 27001 on the basis of IT-Grundschutz or equivalent. The minimum requirements for ensuring information security can be found in the service description.2 Times of service provision:All services of the Contractor shall be provided at any time, 24 hours a day and 365/366 days a year, depending on demand. This applies in particular to the fault and emergency services and to the provision of additional services. The constant availability of the Contractor must be guaranteed. The regular services shall be provided in the time between 8.00 a.m. and 4.30 p.m. In addition, it may be necessary for the Contractor to work outside the above-mentioned regular working hours (e.g. technical support for events). It may be necessary to perform dust- and noise-intensive work outside the regular working hours (with priority) in night and/or weekend work, there may be short-term interruptions up to and including termination. Here, the Contractor is expected to be particularly flexible.3. the Contractor's head office:To support the provision of services, the Contractor shall set up a head office which is available and functional at the time of the takeover of the property or use an existing head office for the receipt and forwarding of fault reports at any time.4. working and auxiliary equipment, media:The Contractor shall have premises available to him free of charge for the performance of his contract - in the Federal Court of Audit and in the premises of the BImA in Potsdam. The Contractor shall set up an office of the Contractor in the unfurnished rooms made available to him by the Principal / the user. Media: For the IT and network connection, the Contractor must conclude a separate contract with the Provider at his own expense: Working aids available in the AG's objects, such as lifts, may be used by the Contractor free of charge if they are ready for operation and are not used by the AG itself. The use cannot be claimed. Tools: All tools required for the performance of the services shall be provided by the Contractor. Remote access to the systems is possible and desired. The transfer of access data/allocation of access rights is carried out by the AG in the start-up phase. The Contractor shall ensure that remote access with its own EDP technology is made possible via VPN communication. CO shall be responsible for the operation and running of the BMS as well as its continuous control, monitoring and adjustment.
