Location and Description of the project
SigmaSanté and the Direction des assurances du réseau de la santé et des services sociaux (DARSSS) (hereinafter referred to as the "Applicant") wish to rent space for their administrative offices (hereinafter referred to as the "leased premises"). A publication notice will be available in the Journal de Montréal. The office space rental project is more fully described in the call for tenders documents (hereinafter referred to as the "Documents"), which are available on the SEAO website, and must comply with the following criteria, among others:

Location: The rented premises must be located in the City of Montreal within the perimeter bounded by the following streets (both sides of the street being included) and within five hundred (500) metres of a metro station:
To the north, Rue Jarry (between rue Durocher and boul. Crémazie Est); boul. Crémazie Est (between rue Jarry and rue d'Iberville);
To the east, rue d'Iberville (between Crémazie Blvd. East and Saint-Joseph Blvd;
To the south, boulevard Saint Joseph (between rue d'Iberville and rue St-Hubert); rue St-Hubert to rue Rachel; rue Rachel (between rue St-Hubert and avenue Henri-Julien - to include the Mont-Royal métro station); ave. Henri-Julien to boul. Saint-Joseph; le boul. Saint-Joseph (between Henri-Julien and Parc Ave.);
To the west, avenue du Parc (between boul. Saint-Joseph and rue Jean-Talon Ouest); rue Durocher (between rue Jean-Talon Ouest and rue Jarry).



Minimum Main Area: The office leased premises shall have a minimum main (usable) area of one thousand seven hundred and sixty decimal two square metres (1,760.2 m 2), measured in accordance with the measurement rules set out in the Lease. Any additional development costs resulting from an area additional to the minimum main area will be borne entirely by the Applicant.



Configuration: The leased premises must have a minimum main (usable) area of one thousand seven hundred and sixty decimal two square metres (1,760.2 m 2) on one floor according to the annexes to the lease.



Term of the lease and delivery of the leased premises: The lease will have a term of ten (10) years and will begin on June 1, 2020. By April 31, 2020, all of the Applicant's development work must be duly completed in accordance with the plans and specifications approved by the Applicant. The Applicant must therefore have prior access to the leased premises with all the basic elements described in the Documents in order to allow the layout of his offices.



Installation and Relocation Period: This period will run from April 31, 2020 to May 31, 2020, with no rental costs (including base rent, operating costs and property taxes) for the Applicant, in order to allow, among other things, for the relocation, installation of furniture and the implementation of computer systems. The Applicant's move will be coordinated and carried out by the Applicant outside of the Applicant's working hours.



Plans and specifications of the Tenant's fitting-out work: They will be prepared by the Applicant's professionals according to the Applicant's needs (who may be accompanied by his own professionals).



Execution of the Tenant's fitting-out work: It will be carried out by the Applicant and its professionals, under the Applicant's supervision (who may be accompanied by his own professionals), in accordance with the procedures set out in the Documents. During the work, the Applicant shall provide for regular visits by the Applicant (which may be accompanied by his professionals) as much as desired by the Applicant.



Business hours: The rented premises will be open to the public five (5) days a week, Monday to Friday, from 7:30 am to 6:30 pm. Consequently, the leased premises must be accessible during these business hours with ventilation, air conditioning and heating services maintained in operation as required by the Documents. Outside business hours, the rented premises must remain accessible by security card.



Outdoor or indoor parking spaces: The leased premises will include a minimum of twenty-five (25) parking spaces for the use of the Tenant. Parking for people with reduced mobility will be in accordance with the regulations in force. Parking spaces will be within one hundred (100) meters of the premises. The costs related to the use of these parking spaces will be included in the annual rent.



Access to the rented premises: The rented premises must be accessible without restriction to persons with reduced mobility and served by a passenger lift if they are not located on the ground floor.



Zoning: The proposal submitted must comply with the zoning and urban planning by-laws in effect on the day the proposals are opened for office use. If this is not the case, the Applicant must demonstrate, when submitting his proposal, that he has submitted his zoning change request to the City in order to be in compliance with the Documents. Therefore, the Proponent will have until the contract is awarded, to demonstrate that it has obtained the zoning change.


Auction rule
Lowest compliant proposal:
For the purpose of determining the lowest proposal, only the sum of the discounted costs of the base cost, development work and operating costs, excluding all applicable taxes (conventional and property), will be considered. Notwithstanding the foregoing, the Applicant does not undertake to accept either the lowest or any other of the proposals submitted.

Information Session: The project will be explained during a single information meeting held on September 4, 2019, at 10:30 a.m. at 2953 Bélanger Street, Suite 202, Montreal, QC, H1Y 3G4.

Deadline for receipt

Date, time and place of receipt of proposals: To be receivable, proposals must be duly completed in accordance with the instructions in the Documents, and delivered to SigmaSanté's reception desk, located at 2953 Rue Bélanger, Suite 202, Montreal, QC H1Y 3G4, before 11:00 a.m. on October 2, 2019. They will be open to the public following the deadline for receipt at the same location.



Proposal Guarantee and Validity: Proposals must be accompanied by a proposal guarantee equal to 10% of the total annual cost proposed for the first year of the lease and in accordance with the requirements contained in the Documents. This Guarantee must be valid until the date of signature of the lease. Proposals must be valid for a period of one hundred and twenty (120) days from the date of opening of the proposals.
