The PUBLIC ORGANIZATION, Centre intégré universitaire de santé et de services sociaux (CIUSSS) du Nord-de-l'Île-de-Montréal, having its principal place of business at 555 Gouin Boulevard West, Montréal, Québec H3L 1K5, invites tenders for the construction work on the project mentioned in title.
Interested parties can obtain tender documents only through the electronic tendering system SÉAO (www.seao.ca or for the Montréal area at 514-856-6600 or toll-free outside at 1-866-669-7326).

The BUYER must include a bid security equivalent to TEN PERCENT (10%) of the price proposed in his Bid. This bid security must be submitted in one of the following forms:

a) a bond issued in favour of the PUBLIC ORGANIZATION by a Financial Institution as defined in clause 0.01.14 of the tender documents, which must comply with the provisions of the model bid bond reproduced in Appendix 4.01A of the Tender Form;

(b) an irrevocable letter of guarantee issued in favour of the PUBLIC ORGANIZATION by a Financial Institution as defined in clause 0.01.14 of the tender documents, which must comply with the requirements of the model "Irrevocable Letter of Guarantee" reproduced in Annex 4.01B of the Tender Form.

Any Submission submitted remains valid for a period of FORTY-FIVE (45) days following the deadline for receipt of Submissions.

Any Submission received after the scheduled date and time or received in a location other than that indicated is automatically declared non-compliant and returned to the sender unopened.

Bids are opened publicly, in the presence of a witness, at the location indicated in clause 1.07.09 of the bidding documents, immediately after the time and date set for receipt of the Bids. SUBMITTERS may attend the opening of the Submissions. The file manager or his representative opens the envelopes and discloses aloud the names of the SUBMITTERS and their respective total prices, subject to subsequent verification.

Only SUBMITTERS with a business office in Quebec or a province or territory concerned are eligible to bid when an intergovernmental agreement is applicable and holding the required licence under the Building Act.

A BUYER holding a restricted licence issued by the Régie du bâtiment du Québec or registered in the register of companies not eligible for public contracts (RENA) and whose period of ineligibility for public contracts has not expired, is not eligible to submit a Bid; these two cases of ineligibility are also applicable to the Bidder's subcontractors.

Bidders are responsible for selecting subcontractors, both for their creditworthiness and the content of their Bid; and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses.

Visit of the premises:
A non-compulsory site visit is scheduled for 09 October 2019 at 13:30.
The meeting point for this visit is located at the main entrance of Hôpital du Sacré-Coeur-de-Montréal at 5400 Gouin Boulevard West, in the city of Montréal, province of Québec, H4J 1C5.
Wearing safety equipment is required (shoes and helmet).
SUBMISSIONERS are invited to participate in the site visit offered by the PUBLIC ORGANIZATION. Each SUBMISSIONER is responsible for sending a representative to this meeting. In addition, the PUBLIC ORGANIZATION assumes no responsibility for SUBMISSIONERS who have not shown up for the site visit with respect to any information that may have been provided during the visit.

The PUBLIC ORGANIZATION does not undertake to accept any of the Bids received in connection with the Invitation to Tender.
