PUBLIC INVITATION TO TENDER:
RECONFIGURATION OF THE SAINT-CHARLES NORTH INTERCHANGE
CITY OF KIRKLAND
GENIE2024-420
The City of Kirkland is requesting tenders for the reconfiguration of the Saint-Charles North interchange, located in the City of Kirkland.
The work to be performed includes excavation of the existing pavement structure, construction of a new pavement for the two new ramps, modification of existing signage and markings, installation of new traffic lights and modification of the lighting system, as well as all related work described in the specifications.

4960 m² of paving to be scarified to a thickness of 45 mm;
3570 m² of paving to be removed;
Fire hydrant to be relocated;
5 catch basins to be installed;
3460 m² of pavement subgrade preparation;
390 m of cement concrete curb;
470 m of cement concrete monolith sidewalk;
Adjustment of utility structures;
735 tonnes of asphalt mix GB-20, PG 64E-28;
250 tonnes of asphalt mix ESG-14, PG 64E-28;
1045 tonnes of asphalt mix ESG-10, PG 64E-28;
Signs and markings;
Dismantling of a signalling superstructure;
6 new traffic lights;
Street lighting;

QUALIFICATION
Only companies having their principal place of business in the province of Quebec, or where an intergovernmental agreement is applicable, are authorized to bid on this project.
To be eligible, all bidders must meet the eligibility conditions listed in the tender documents, and refer to the tender documents to meet the compliance conditions set out therein.
OBTAINING TENDER DOCUMENTS AND CONDITIONS
Persons interested in this contract must obtain bid documents from SEAO by contacting representatives by telephone at 1-866-669-7326 or 514-856-6600, or by consulting the Web site: www.seao.ca. The cost of documents is determined by SEAO.
SUBMISSION AND RECEIPT OF BIDS
Bids must be submitted in sealed envelopes marked:

and addressed as follows

Tenders must be received in triplicate (one original identified as such and two copies) at the reception desk of Kirkland Town Hall, 17 200 Hymus Boulevard, Kirkland, Quebec H9J 3Y8 before eleven o'clock (11 a.m.) on April 08, 2024. Any bid received after the deadline will not be accepted and will be returned to the bidder unopened.
Regardless of the delivery method used, it is the bidder's responsibility to ensure that his bid is properly transmitted and received by the deadline at the address indicated above. Likewise, the envelope must be clearly identified as described above.
If the City allows bids to be submitted electronically, this choice will be specified on the Système électronique d'appel d'offres (SEAO) site and according to the procedures set out at https://www.seao.ca and in the notice published by the City. In such a case, bids may be submitted electronically via the SEAO only.
For all bids submitted in paper format, the bidder must provide ONE (1) USB key inside the sealed envelope, containing an unlocked electronic copy of the paper originals placed in this envelope. The USB key must be clearly identified, as appropriate, by the words "COPIE N° (chiffre)" and the project number. Bids will be publicly opened in the City's council chambers at the above address immediately after the deadline.
The City undertakes to accept neither the lowest bid nor any of the bids received, without incurring any obligation or costs of any kind to the bidder(s).
Furthermore, the City reserves the right to disregard any defect deemed minor in a bid if this does not break the rule of equality between bidders.
