The intent of the RFI is to engage industry partners to see available military messaging platforms present on the market today. The capability packages demonstrated as a response to this RFI must provide a solution for Ship/Submarine, and Shore based facilities, as well as interoperability with army and air force Messaging solutions. The capabilities in the military messaging platforms demonstrated will be verified against current interoperability and operational requirements. The proposed solutions must meet or exceed interoperability standards for allied communication i.e. CANUS, FVEYES, NATO, etc agreements.

The parameters included in this RFI are a draft baseline. This RFI is not a tender process and has no monetary value attached to it. This RFI is only meant to gauge what capability packages are available on the market today.

Currently the Department of National Defence (DND) is looking to replace its aging serial based messaging system and its ship/Submarine based Message Handling Delivery System. The BCMS will interface with these current systems and their replacements in the future. The BCMS will provide the Canadian Armed forces (CAF) with an enhanced formal (Military Messaging) and informal (Chat, IM, etc.) messaging capabilities in the bandwidth constrained Denied, Disrupted, Intermittent, and Limited (DDIL) environment. At the core BCMS will provide a secure, high assurance, messaging capability for Unclassified, Designated and Classified messages. It will also provide the ability for ship-to-shore and ship-to-ship chat or instant messaging functions.
