Description

SNCB wishes to conclude a framework agreement for the purchase and supply (with maintenance activity options) of a maximum of 50 locomotives (presumed quantity) for national and international transport. The most important characteristics are as follows: - the maximum speed is at least 200 km/h, which will enable SNCB to develop an optimal commercial service, - quadri-tension 3 kV -1.5 kV DC and 25 kV - 15 kV AC locomotives for use on the Dutch, German and Belgian networks (+ Luxembourg option), - coupled and compatible with existing SNCB equipment for passenger services. (i.e. multiple unit operation with SNCB locomotives and reversible unit service with pilot car included),- equipped with the most recent safety systems in Belgium (TBL1+NG, ETCS baseline 3), Germany (Pzb, Lzb, ETCS baseline 3) and the Netherlands (ATB NG, ETCS baseline 3). SNCB reserves the right not to order any of the national safety systems except ETCS Baseline 3,- approved in Belgium, the Netherlands, Germany and optionally in Luxembourg,- high reliability,- in the specifications, several maintenance scenarios for the locomotives will be described. SNCB is free to order maintenance as an option according to one of the scenarios, and the contract will be concluded in the form of an 8-year framework agreement (FA). This corresponds to the forecasts from the date of award (2021) to the last order (2029). This allows for long-term fleet standardization and is in line with the planned need to replace old equipment and increase the number of passengers. It is possible, for the reasons described above and taking into account the lifetime of a locomotive, that a Service Level Agreement (SLA) will be concluded with the company selected for the framework agreement under one of the scenarios. These will focus mainly on the delivery and management of spare parts and on certain commitments in technical support and/or maintenance coordination. The duration and content of the SLA are the subject of negotiations. SNCB wishes to conclude a framework agreement for the leasing and supply (with options for maintenance activities) of a maximum of 50 locomotives (presumed quantity) for national and international transport; moreover, the locomotives are compatible and must be coupled with the existing equipment in SNCB's current fleet. The rest of the requirements are defined as for lot 1, and the contract will be concluded in the form of an 8-year framework agreement (FA). This corresponds to the forecasts from the date of award (2021) to the last order (2029). This allows for long-term fleet standardization and is in line with the planned need to replace old equipment and increase the number of passengers.
