Description

The Belgian National Railway Company (SNCB) wishes to conclude a framework agreement for the design, production and supply of EMUs (Electrical Multiple Unit) and BEMUs (Battery Electric Multiple Unit). This is a framework agreement for a fleet of maximum 170,000 seats. These "AM30" railcars will be used for the operation of Suburban/Local (S/L) and InterCity (IC) lines, with both high and low capacity configurations. In the interest of profitability and standardization, SNCB has chosen to use the same (B)EMU platform for the different types of operation on which the railcars will be used. This EMU platform must be composed of 3 bodies with a nominal length of 80 meters, of which:- the 2 end bodies are identical single-deck cars (only the interior fittings differ according to the type of operation, containing in particular facilities for the transport of PRM passengers, bicycles, luggage, etc.);- the intermediate body is a single- or double-deck car.According to the type of operation desired (S/L or IC, high or low capacity), the number of seats per (B)EMU varies. As an option, an additional intermediate body (double-deck) can also be provided for certain EMU configurations (InterCité).all the motorcars can be used on the electrified Infrabel 3kV DC network and the BEMUs also on the non-electrified lines of this network by using battery energy. The single-stage (B)EMUs can also be used outside the Infrabel network up to the border stations, either under a limited catenary voltage of 1.5 kV DC (NL) or using battery power (NL, FR and D). The main technical characteristics of the railcars are as follows:- Maximum speed of 160 km/h for any EMU and 120 km/h for the BEMU when running on battery power.- Access at each door from platforms 28 cm, 55 cm and 76 cm high with a minimum of one autonomous access (for each passenger) from a platform 76 cm high in the two end cars and on both sides of the car. Other entrance doors on all single deck cars (end and intermediate where applicable) provide level access from 76 cm height. - 8 bicycle spaces per (B)EMU - Approved for the Infrabel network (both on electrified and non-electrified 3kV DC lines) and to border stations in the Netherlands, France and Germany - Equipped with the latest safety systems (NTC TBL1+ in Belgium and ETCS Baseline 3 level 2) - Double-deck intermediate car (where applicable) conforms to the Belgian BE2 gauge according to EN15273-2 to optimize capacity and passenger comfort- Equipped with modern technologies to optimize passenger comfort, operation, maintenance and troubleshooting (diagnostics and telemetry) - Concept developed on the basis of proven technology to achieve high reliability, operational safety, availability and degree of standardization of the material The specifications will describe scenarios for the maintenance of the railcars. The contract will be concluded in the form of a framework agreement (FA) with a duration of 12 years. This period is, due to the complexity and the delivery time of the supplies, necessary to place staggered orders that fully cover the SNCB's need for (B)EMUs AM30.
