Description

The subject of the contract are services consisting in removing waste, including waste with hazardous properties, from the area of the city of Białystok.2 The term "removal" shall be understood as collecting, transporting and transferring waste for disposal or recovery to a company with appropriate qualifications.3 The scope of work includes removing: a) dead animals, b) spilled oil stains, c) waste containing asbestos, d) accumulators and batteries, e) medicines.4Waste covered by the subject of the contract should be removed from pavements, roadways and their periphery, greenery, squares, parks, watercourses and ditches and other areas of the commune of Białystok, which have not been transferred for management or use.5 The above mentioned waste is classified according to the waste catalogue in accordance with the Regulation of the Minister of the Environment of 9 December 2014 on the waste catalogue (Journal of Laws of 2014, item 1923) as: 16 06 01* lead-acid batteries and accumulators, 16 06 02* nickel-cadmium batteries and accumulators, 16 06 03* mercury-containing batteries, 16 06 04 alkaline batteries (except 16 06 03), 16 06 05 other batteries and accumulators, subgroup 16 81 wastes arising from accidents and random events, of which 16 81 01* - wastes exhibiting hazardous properties and 16 81 02 - wastes other than those mentioned in 16 81 01, 17 06 01* - insulation materials containing asbestos, 17 06 05* - building materials containing asbestos, 20 01 31* - cytotoxic and cytostatic medicines, 20 01 32 - medicines other than those mentioned in 20 01 31.6.The scope of work will be each time ordered by an employee of the Department of Municipal Economy of the Municipal Office in Białystok, the Municipal Police or the Municipal Police to report the scope of work by phone.8The works consisting in collecting and transporting waste from the place of its collection should be performed within 2.5 hours from the receipt of the application. The Contractor will immediately upon receipt of the application and immediately after providing the service, notify about these facts an employee of the Department of Municipal Economy of the Municipal Office in Białystok by sending text messages to the phone number indicated by the Ordering Party with the content allowing for unambiguous identification of the application. Until the receipt of the above information on the performance of the service, the Contracting Authority shall treat the task as not performed.9The Contractor is obliged to perform works covered by the subject of the contract in accordance with applicable regulations, including the Act of 14.12.2012 on Waste (Journal of Laws of 2019, item 701, as amended) and the Regulation (EC) No 1069/2009 of the European Parliament and of the Council of 21.10.2009 laying down health rules concerning animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No 1774/2002 (Regulation on animal by-products) (Journal of Laws of the European Union L300 s.r.o.). Removal of a dead animal weighing up to 150 kg (excluding a bird) - 1 200 pieces, - removal of a dead animal weighing over 150 kg - 18 pieces,- removal of dead bird - 560 pieces,- removal of oil spills - 420 pieces,- removal of waste containing asbestos - 9 000 kg,- removal of accumulators and/or batteries - 60 kg,- removal of medicines - 30 kg.Comments: Detailed description of the order execution - in accordance with the draft agreement constituting Attachment No. 1 to the ToR.
