Description

The operation of the Neuwied city transport system is to be awarded as a concession for a period of 3 years from 1.1.2021. For this purpose, the grantor of the concession is conducting a competitive procedure pursuant to Article 5(3) of Regulation (EC) No 1370/2007 in conjunction with Section 8b PBefG.
The district of Neuwied is responsible for road-bound local public transport (ÖPNV). Within the scope of this invitation to tender, the district awards a concession for the provision of public passenger transport services in regular motor vehicle traffic in accordance with §§ 42, 43 of the Passenger Transport Act (PBefG). The service volume covers a nominal 888 308 Fpl-km in the regular operating year. The concession covers the following lines:- Line Fpl-km/p. a. Of the concessionaire's vehicles used, at least 12 must meet the requirements of Euro V EEV with hybrid drive or alternatively the requirements of emission class Euro VI with regard to pollutant emissions. All other vehicles must have at least the pollutant class Euro III. The average age of the vehicle fleet in use may not exceed 14.2 years as of 1.1.2021. The average age of the 12 vehicles used with hybrid drive or, alternatively, Euro VI, as required by Euro V EEV or Euro VI, may not exceed 10.8 years at any time during the licence period.
