Description

The registration of residents is a compulsory task of the municipalities (§ 1 para. 1 MRRG). The population data are the basis for broad areas of public administrative action. The city of Gelsenkirchen/gkd-el uses SAP-based procedures for the registration of residents as well as for foreigners and citizenship, which are to be replaced in the near future. As a first step, a new specialist procedure for registration of residents is to be introduced in 2019, which will cover the following (main) service areas:- maintenance of registration and civil status registers,- maintenance of passport/ID card registers,- document ordering at Bundesdruckerei,- creation and export of electoral registers,- internet/intranet information and e-government,- management of fee collection,- statistics and evaluations,- interface functions, etc. The main objective of the tender is to find an efficient partner who offers the provision as well as the maintenance and support of the specialist procedure with test environment from a single source for use in the existing IT system environment on site,- installs, sets up and implements the specialist procedure in accordance with the requirements of the City of Gelsenkirchen/gkd-el,- assumes responsibility for (old) data migration from the previous procedure and- introduces the municipal employees to the specialist procedure on the basis of appropriate training documents.The City of Gelsenkirchen/gkd-el intends to conclude three contracts in accordance with EVB-IT and one contract for order processing in accordance with § 28 EU-DSGVO within the framework of the awarding of the contract:- a transfer contract for the permanent transfer of standard software,- a service contract for the services within the scope of the introduction of the specialist procedure and,- a software maintenance contract to ensure the ongoing support and further development of the procedure for a period of at least 5 years.The tender is based on the following idea about the future division of tasks between the city of Gelsenkirchen/gkd-el and the contractor: The contractor: Services in accordance with the three contracts according to EVB-IT, in compliance with the requirements to be recognised within the framework of the DSGVO.The City of Gelsenkirchen/gkd-el:- Provision of the hardware IT infrastructure, backup/restore of the systems, administration, user administration and 1st level support as well as use of the provided standard software.With the introduction of the new standard software, the following optimization potentials are to be realized:(1) Improvement of the efficiency and quality of processing by using ergonomic standard software with corresponding workflows, which is in operation at many customers with similar profiles;(2) Timely provision of program updates for legally prescribed changes;(3) Facilitation of maintenance and routine work, among other things by providing form/print templates and extended possibilities in reporting.
