The main objective of Centralny Port Komunikacyjny Sp. z o.o. ("Employer") is to plan, design and commission a new multimodal transport hub for Central and Eastern Europe. According to the assumptions of the CPK Concept, the CPK is to be a greenfield airport, located about 37 km west of Warsaw, fully integrated with the road and rail network. The construction of the airport is the main element of the transport hub concept described in the CPK Concept. Main assumptions:- The capacity of the airport on the day of its opening: 45 mppa.- Target maximum capacity: 100 mppa.The main objective of the MP is to plan the realization of the airport so that all its elements can be designed and built in an efficient and optimal way and according to the schedule. In addition, the MP aims to secure the development potential of the airport. The scope of the MP will include in particular:- All elements of the greenfield airport - Multimodal integration with the planned construction of railways and roads - Guidelines for the airport area and the spatial development concept together with the development of zones around the airport - Determination of the area demand for the Airport City- Consideration of environmental protection issues related to environmental impact assessment (EIA).The consultant will also develop pre-design documentation, which will include the spatial and programming concept and the functional and utility programme necessary to start further design work.The documentation will contain the necessary planning, design and technical information to enable selection of the terminal concept and development of other design documentation packages. The pre-design documentation should include at least:- Aerodrome air part - Non-aircraft part of the aerodrome including the public transport interchange - Levelling and land use networks - Aerodrome systems and equipment - Aerodrome associated infrastructure - Air traffic control services infrastructure.The scope of the MP for Airport City will include in particular:- Comparative analysis of existing and planned Airport Cities in order to identify functional needs - Recommendations on land demand for Airport City- Forecasts on media demand, traffic forecasts etc, Guidelines for land development in the surroundings of the airport, ensuring its compliance with the requirements of airport operation. As part of the work on MPs, the consultant will conduct all necessary specialist analyses. The purpose of the analyses will be to provide information necessary for making decisions in the course of planning and design processes related to ensuring proper operation of facilities and installations, as well as related to other factors that affect the planning, design and use of particular infrastructure elements. The analyses will be carried out successively as the planning and pre-design works progress. The consultant should prepare technical reports during the preparation of the analyses to be included in the final MP and/or pre-design documentation. The specialist analyses include, in particular:- Work on the concept of airport operations ("ConOps")- Security Plan - Logistics and baggage system operation strategy - Customer Experience strategy - Digitisation and technology plan - Guidelines for airport land use and around the airport.The Contracting Authority expects the order to be carried out on the basis of technology and international BIM standards.The consultant will participate with the CPK or CPK consultants in the process of external arrangements of MP products.
