Description

Berlin-Tegel Airport will be finally closed at the latest six months after the opening of the new international airport BER. In the following years, the research and industrial park for urban technologies, Berlin TXL - The Urban Tech Rebublic, and a residential quarter with 5,000 apartments, Berlin TXL - Schumacher Quartier, will be built on the site. According to the different service areas of the Client, the procurement procedures to be supervised by the Contractor may concern services from the following areas:- Location management incl. Asset management, communication, product development, profiling and sales, planning and development (Hochbau, UTR, Schumacher Quartier), infrastructure and digitalisation, office management and HR, commercial area, flanking and cross-divisional services, services to ensure the business operations of the AG. the services may include, among others, the services described below. The enumeration is not exhaustive and can be extended by the client, if necessary, by further aspects of contract award management and associated services. The services of the contractor include, among others Advising the client on the selection of the respective award procedure for tenders,- controlling the tender and award procedure (e.g. preparation and maintenance of schedules),- preparation, implementation and documentation of the procedure, taking into account the relevant regulations,- input on the content of the services to be awarded (e.g. research of suitable companies, formulation of service descriptions in cooperation with the project management, evaluation of the offers in formal terms), preparation of award proposals,- moderation and/or support of/at negotiation talks, incl. their documentation,- incorporation of the procedural results into the sample contracts,- integration of the input of third parties (e.g. specialist planners, legal advisors, etc.)),- coordination with other parties involved in the proceedings (e.g. BImA, SenStadtUm, Architektenkammer),- communication with all parties involved in the proceedings,- support of the AG in audits (e.g. Landesrechnungshof),- preparation of identified legal questions for processing by the AG's legal advisors.In accordance with the diverse contents of the Berlin TXL project, the procedures to be expected comprise almost all types of award, for example:- award procedures according to GWB, VgV or KonzVgV (with and without competition),- competition procedures according to RPW,- award procedures according to VOB/A,- award procedures according to VOL/A and VOL/A respectively. Furthermore, the Contractor shall, if required, provide the following services:- consulting services,- support and additional work in communication with third parties,- discussions over the entire processing time shall, if required, be required at coordination meetings of the Contractor's project management in Berlin together with the Principal, the project management involved and other specialist planners involved. These are to be recorded by the Contractor at the request of the Client,- drawing up, updating and maintaining common project-specific standards and templates in coordination with the Client,- controlling the awarding of contracts by third parties (e.g. construction contracts awarded by property planners).Further information and requirements for the services to be rendered are to be found in the service description. Note: The procedure is subject to the availability and release of the corresponding funds in the budget of the State of Berlin.
