The strategy is needed to introduce state of the art control-command signalling solutions for the Rail Baltica project.

The project seeks to connect five European Union countries:

- Poland
- Lithuania
- Latvia
- Estonia
- Finland

The study will have to cover the Rail Baltica Global project. The delivery of the study will take place in Latvia.
