The U.S. Army Corps of Engineers is planning for the Joint Base Andrews (JBA) Optimized Remediation Contract (ORC). This announcement is a presoliciation site visit and draft Performance Work Statement announcement.
 

Project Description:
The requirement is for an Environmental Services contract to support the Air Force at Joint Base Andrews (JBA), MD in executing its Environmental Restoration Program via a performance-based Optimized Remediation Contract (ORC). The work will consist of performance of environmental remediation activities necessary for investigation, design, remedial action, remedial construction, and long term monitoring (LTM) to achieve minimum performance objectives and stretch goals and support progress to Site Closeout (SC) at up to twenty two (22) Installation Restoration Program (IRP) and nine (9) Military Munitions Response Program (MMRP) sites in various phases of remediation. The period of performance for this contract will be ten (10) years.
JB Andrews is in Camp Springs, MD, approximately 15 miles southeast of Washington, D.C. The 4,300-acre main base includes the runways, aircraft support facilities and the administrative, housing and recreational facilities. Remote facilities include the eight-acre Brandywine Defense Reutilization and Marketing Office (DRMO) and the Davidsonville Receiver site, consisting of 863 acres and an eight-acre housing annex. Land use immediately surrounding the base is primarily residential and commercial. The mission at JB Andrews is to provide a secure and robust infrastructure that supports the President, national leadership, mission partner organizations and the well-being of our Joint Team and their families. The facility serves as the home of the Presidential air fleet, including Air Force One.
Remediation activities at JB Andrews are being conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Oil and Hazardous Substances Contingency Plan (NCP) requirements. Regulatory oversight is provided by the Environmental Protection Agency (EPA) Region 3, the Maryland Department of the Environment (MDE), and the Prince George's County Health Department.
JB Andrews manages two separate National Priorities List (NPL) listings: JB Andrews (EPA ID# MD0570024000) and Brandywine Defense Reutilization and Marketing Office (DRMO) (EPA ID# MD9570024803). JB Andrews and Brandywine DRMO were both placed on the NPL on 10 May 1999. JB Andrews and Brandywine DRMO are being administered under two Federal Facility Agreements (FFAs) signed by EPA.
A site visit is being conducted on 30 & 31 July 2019 at JBA. The currently planned itinerary is as follows:

1400-1600 - Davidsonville
This itinerary is subject to change based on weather or installation operations.
Participation in the site visit is limited to two per potential proposing teams. You must be a citizen of the United States to access JB Andrews. In order to access JB Andrews you must have a current PIV or CAC card issued by a federal agency, otherwise you will have to submit information including your social security number and driver's license to be placed on the installation access list. Please notify the Contract Specialist, Leigha Arnold, at Leigha.M.Arnold@usace.army.mil to register for participation in the site visit by 23 July 2019. Coordination for the day of and meeting location of the site visit will be made upon registration completion .  This is the only site visit anticipated for this procurement.

No reimbursement will be made for any costs associated with attendance to this site visit or any follow up information requests. In addition, this announcement is not to be
considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered.
