The Cannes City Council is launching this notice of concession for public works and services for the modernisation and operation of the Old Port of Cannes, including the financing and execution of works to extend, renovate, modernise and embellish the port's maritime and land works, as well as the financing, design, construction and operation of a car park on the current Laubeuf car park site.
Located in the historic heart of Cannes, at the foot of the Suquet hill, the Old Port of Cannes is the oldest port in the town.A commercial and professional fishing port, the Vieux-Port, with 724 berths, also hosts an important yachting area (classic yachting, yachting and super yachting), the largest fishing prud'homie in the Alpes-Maritimes, several access pontoons dedicated to coastal trade transport to the Lérins islands, cruise ships, a ferry terminal, a careening area and a refuelling station.For the commune of Cannes, the Old Port of Cannes is a major facility for the identity of Cannes, its maritime and nautical vocation, its economic stakes and its tourist reality.The expiry of the concession contract in place and the need to start a new cycle of exploitation constitute a great opportunity for the municipality to set up a qualitative and coherent development project for the site, both on the water and on the land part, including, at the very least, the following projects:- maritime works:-- the development on the water of a tourist area dedicated to ships offering a leisure activity, in order to create a dynamic tourist port centre immediately identifiable by the people of Cannes and visitors;- the development on the water of an area dedicated to old rigging, classic sailing ships and "tradition" ships in order to improve the aesthetics and landscaping of the Old Port and make it a place for leisurely strolls;-- the development of an area on the waterfront dedicated to the "pointus", in accordance with the draft terms of reference, intended to showcase these traditional boats with a strong historical heritage and to promote the development of an economic sector around their restoration, in connection with the refit area of the Old Port;-- the extension of the Albert Edouard South Jetty in the form of a pontoon with a swell and chop breeze to increase the accommodation capacity of the Old Port, while remaining within its current perimeter; -- the installation of an anti-intrusion system to prevent malicious intrusion by sea, particularly during major international events and in the event of a threat to the communal territory;-- the creation of natural seawater pools along the spur and the "Radisson" dike accessible to persons with reduced mobility which will enhance the natural environment of the site while providing the public with an additional environmentally friendly leisure area.- land works:-- the surface development of the "fishermen's area", in perfect architectural harmony with the project of rehabilitation and embellishment of the Allées de la Liberté carried by the commune. The aim is to restore and embellish the area known as the "Poussia", reserved for the fishing tribunal for the storage of its equipment, and to create benches for the sale of fish at auction;-- The construction of a large underground car park in place of the existing surface car park known as "Laubeuf", with a minimum of 500 spaces, covered by a vast public garden, perfectly integrated from an aesthetic and landscaping point of view, the height of which may not be greater than that of the panoramic maritime promenade situated on the sea wall of the dyke, in order to preserve the view of the Esterel and the sea;-- the construction of a service centre in the "Laubeuf" area, the total height of which will not exceed the level of the existing buildings, intended to accommodate all the port's management services. It will have a surface area of approximately 3 450 m2.
