Award of specialist planning services for technical equipment in accordance with HOAI Part 4 Section 2, § 53 (2) No. 1 Wastewater, water and gas systems, No. 2 Heat supply systems, No. 3 Ventilation systems and No. 8 Building automation work phases 1 to 9 in accordance with § 55 HOAI for the conversion and renovation of the Hermann-Greiner-Realschule in Neckarsulm, for construction phases 3 to 5.The commissioning is subject to the project approval by the Municipal Council of the City of Neckarsulm within the framework of call-off contracts. The contractor is obligated to take over the services up to and including service phase 9 HOAI if the project is realized. There is no legal claim to the transfer of all service phases. It is assumed that the total costs (KGR 200 - 700) amount to approx. 18,130,000 € gross. The share of the still to be executed construction phases 3 - 5 amounts to approx. 11,170,000 €. The realisation of the outstanding construction phases is to take place as described below. Realization 3rd BA by December 2023, 4th BA by April 2026 and 5th BA by August 2027.The client intends to commission the services in stages.
1. subject and aim of the procedure:Award of services for technical equipment according to HOAI part 4 section 2, § 53 (2) no. 1 waste water, water and gas systems, no. 2 heat supply systems, no. 3 ventilation systems and no. 8 Building automation work phases 1 to 9 according to § 55 HOAIAbased on an urgent need to renovate the chemistry room, a lack of space as well as considerable structural deficiencies in the operational process and the lack of spatial possibilities for the start of all-day school operation, a school structure analysis was carried out by the planning office GUS from Stuttgart. The recommended constructional measures as well as internal restructuring are to be realised in sections, so that no interim measures for the accommodation of classrooms are necessary. In total, 5 construction phases are planned in order to reach the final state with the specifications already explained.2. procedure:The applicants selected for the 2nd phase will be invited to bidder interviews. The participants will be evaluated according to the criteria listed below.The City of Neckarsulm will award the contract to the bidder with the highest score in stages and, in accordance with the VgV, negotiate the contract with all bidders. For this purpose, the following award criteria will be used:- Project team, weighting 10 %,- Presentation of the office's reference object, weighting 10 %,- Presentation of the project manager's reference object, weighting 10 %,- Procedure for the upcoming project, weighting 40 %,- Overall impression of the presentation, weighting 10 %,- Fee, weighting 20 %3. Commissioning:The commissioning will take place depending on the project approval by the municipal council of the town of Neckarsulm within the framework of call-off contracts. The contractor is obliged to take over the service up to and including service phase 9 HOAI if the project is realised. The commissioning is carried out for the construction phases 3 to 5 initially up to service phase 3. The client intends to commission the services in stages. A legal claim to the transfer of all service levels does not exist.
