Procedure:The award procedure is divided into two stages.a) Participatory competition:In a preliminary application procedure, enterprises express their interest in participating in the procedure and provide the references listed in Section II.2.9. After reviewing the submitted documents, the state capital Stuttgart selects at least 3 and at most 5 suitable candidates who are invited to negotiations. The 3 to 5 applicants with the highest scores will be invited to the negotiation talks. In the case of applications with the same number of points, the decision will be made by lot in accordance with § 75 Para. 6 VgV.b) Negotiation: In the negotiation meeting, the applicants will personally present their office and the persons involved in the procedure (office owner, project manager) and provide information about their working methods. References are presented in the negotiation meeting. The contract is awarded to the bid that achieves the highest overall score, taking into account the award criteria. The client reserves the right to award the contract to the initial offer in accordance with §17 (11) VgV. The language in which the interviews will be conducted and in which the contract must be performed shall be German. The area of approval is the European Union (EU) or the European Economic Area (EEA) and the Agreement on Government Procurement (GPA).3 Commissioning:The state capital of Stuttgart is now looking for a suitable office for the stage technology, stage lighting, sound and media technology services for the "Supplementary Building | Theaterhaus | Stuttgart-Feuerbach" within the framework of a VgV procedure. The scope of services includes the planning of a small hall with 150 seats and a large hall with 600 seats, as well as the planning of 6 rehearsal rooms.The execution of the services for stage technology, stage lighting, sound and media technology is carried out according to HOAI (German Fee Structure for Architects and Engineers) as of 2013, Part 4 Section 2, § 55 Technical Equipment Specification.The assignment is subject to project approval by the Stuttgart City Council within the framework of call contracts. The contractor is obligated to take over the work up to and including work phase 9 according to HOAI when the project comes to realization. The client intends to commission the work phases in stages. A legal claim to the commissioning of all work phases does not exist.the sustainability criteria of the state of Baden-Wuerttemberg (nbbw.de) are to be taken into account during planning and execution.the client reserves the right to prescribe a certain legal form in accordance with § 43, paragraph 3 VgV after the award of contract.
