The project "Deforestation-free and climate-friendly land use in Colombia - ProBosques" (PN 2018.2140.4), is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Colombia on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ). The planned implementation period is 3 years (2020-2022) The modular objective of the GIZ project is "Sustainable forest management was improved in selected regions of Colombia". This is intended to contribute to improving environmental protection, sustainable management of natural resources, and forest, biodiversity and climate protection in Colombia. The most important implementation partners are the Colombian Ministry of Environment and Agriculture and its downstream institutions. The starting point for the measures is a forest sector that has been underdeveloped due to the long-standing conflict, with a high potential for sustainable natural forest management.ProBosques is active in the post-conflict areas of the Colombian Amazon region, where around two thirds of the country's deforestation is concentrated. The project implements measures at local, regional and national level in 3 fields of action: value chains & sustainable forest management at entrepreneurial level. Value chains for wood and non-wood products from sustainable forest management are established and consolidated. Small and medium-sized enterprises and cooperatives at local and regional level will be trained and educated through an integrated approach. The aim is to give them better access to national and international sales markets. Sustainable forest management generates local income, thus preserving natural resources and acting as a counterweight to deforestation Regional governance structures & sustainable forest management. Sustainable management plans can be implemented through coordinated governance structures. These are formulated and implemented at so-called "Round Tables" with representatives from politics, the private sector and the civil population. This strengthens technical and organisational capacities in the joint development, coordination and implementation of regional and local measures for a sustainable forest sector and improves political processes for sustainable forest management. Legal, institutional and financial framework conditions for sustainable forest management. Institutions such as the Ministry of Environment and the Ministry of Agriculture are advised on adapting legal regulations (e.g. promoting the processing and marketing of wood and non-wood products). To make sustainable forest management attractive to local and regional actors, new and innovative financing models and instruments are designed and made available.

The establishment and consolidation of value chains for timber and non-timber products represent an important option for creating legal and sustainable, forest-based income alternatives. Together with effective control mechanisms and the allocation of land rights and forms of land use, they form the core elements of successful, comprehensive deforestation control strategies. The target group of the project are men and women in rural areas, particularly in heavily deforested regions in Amazonia, who can benefit from sustainable forest management through income improvements. The project is active in 3 fields of action. In field of action 1, value chains for wood and non-wood products from sustainable forest management will be established and consolidated. Field of action 2 aims to improve coordination between regional governance structures for the introduction of sustainable forest management, and in field of action 3 political partners at national level are advised on the adaptation of legal, political and financial regulations. The planned contract period starts in September 2020 and ends in November 2022. In close coordination and cooperation with the project manager and the rest of the module team, the contractor implements activities in the following 4 fields of action:1. development and strengthening of the capacities of the members of the so-called Round Tables on Forest Issues, where a large number of institutions of central and regional governments, the private sector and civil society organisations dealing with the protection and use of forests are represented:1.1. identification and characterization of the actors and initiatives for sustainable forest management at local and regional level,1.2. analysis of the status quo of the Round Tables with regard to existing or lacking capacities, dynamics and articulation among the participants, negotiation skills, common goal setting, etc.,1.3. increasing the participation of the private sector,1.4. strengthening the technical and organisational capacities and the participation of civil society organisations active in the field of sustainable forest management,1.5. developing and implementing a strategy to ensure the sustainable and long-term functionality of the Round Tables.2Development and implementation of climate-sensitive management plans (Planes de Manejo Forestal) with the forest owners:2.1. introduction of methods and instruments to simplify and modernise the preparation of management plans,2.2. piloting of the methods and exemplary implementation of selected management plans.3. accompanying and supporting the Round Tables in the development and implementation of measures and activities for the promotion and follow-up of the WSK from sustainable forest management, in close coordination with the fields of action 1 and 3 of the project:3.1. processing of experiences and results from activities in the WSK, in order to enable feedback for the improvement of legal and institutional framework conditions at national level,3.2. development of digital instruments for the presentation and follow-up of activities along the WSK,3.3. development of context-sensitive strategies and measures to strengthen the capacities of civil and criminal law enforcement in combating illegal logging.4The contractor is to support the impact-oriented monitoring of the TC module by providing the data relevant to the second field of action or by integrating them into the project's monitoring system.
