Description

The municipalities of Hellendoorn and Rijssen-Holten aim of this public European tendering procedure to conclude a framework contract or to award a contract to one contractor (per parcel) as of 1.1.2021 for the provision of personnel and salary administration, as well as the HRM tasks for its WSW personnel for a period of four years with four times one year as an option. Currently, the Joint SOWECO Regulation implements the WSW for the six municipalities of Twente. This GR ceases to exist as from 1.1.2021. The municipalities do not wish to carry out the employer duties for their Wsw employment contracts themselves, and are looking for a party (each on their own) that will carry out the following employer duties for their Wsw employment contracts: 1. HRM advice;2. occupational health and safety and absenteeism;3. Personnel administration;4. payroll administration; 5. re-evaluation process for the target group at the UWV; 6. providing mandatory government reports.
The aim of the municipality of Hellendoorn in this public European tendering procedure is to enter into an agreement with one contractor as of 1.1.2021 to provide the personnel and salary administration, as well as the HRM tasks for its WSW personnel for a period of four years with four times one (1) years as an option. At the moment, the Joint SOWECO Regulation implements the WSW for the municipalities of Almelo, Hellendoorn, Tubbergen, Twenterand, Wierden and Rijssen-Holten. It is planned that the GR SOWECO will cease to exist as from 1.1.2021. The formal and material employment will then automatically fall back to the participating municipalities. The municipality of Hellendoorn does not want to carry out the employer tasks of the 126 Wsw employment contracts (reference date 1.1.2021) that are part of this. Part of the reason for this is that it requires knowledge and instruments that are not available in the municipality. The municipality of Rijssen-Holten is looking for a contractor who will perform the following employer tasks for 126 Wsw employment contracts in their entirety:1. HRM advice;2. occupational health and safety and absenteeism;3. The number of Wsw employees will decrease during the contract by natural turnover, without new inflow taking place (mortal home construction). The aim of the municipality of Rijssen-Holten of this public European tender is to award the contract to one contractor as of 1.1.2021 to provide the personnel and salary administration, as well as the HRM tasks for its WSW personnel for the duration of four years with four times one (1) year as an option. At the moment, the Joint SOWECO Regulation implements the WSW for the municipalities of Almelo, Hellendoorn, Tubbergen, Twenterand, Wierden and Rijssen-Holten. It is planned that the GR SOWECO will cease to exist as from 1.1.2021. The formal and material employment will then automatically fall back to the participating municipalities. The municipality of Rijssen-Holten does not want to carry out the employer tasks of the 103 Wsw employment contracts (reference date 1.1.2021) that are part of this. Part of the reason for this is that it requires knowledge and instruments that are not available in the municipality. The municipality of Rijssen-Holten is looking for a contractor who will carry out the following employer tasks for 103 Wsw employment contracts in their entirety:1. HRM advice;2. occupational health and safety and absenteeism;3. The number of Wsw employees will decrease during the contract through natural attrition, without new inflow taking place (mortal home construction).
