The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for a quantity of one (1) 75-Ton Portable Universal Jack Tester, P/N 1269-8000, NSN 4920-01-662-9521. This Portable Universal Jack Tester meets the requirements at the I-Level of maintenance to test all Aircraft and Support Equipment Jacks on the P-8A Aircraft. This requirement is in support of PMA-290 and the P-8A Poseidon Program for the United States Navy, Royal Australian Air Force and Foreign Military Sales customers.

The Government intends to issue a contract action on a limited competition basis to Columbus Jack Corporation (CJC) (CAGE: 00994) of Swanton, OH and their authorized distributor, Dutch Valley Supply (CAGE: 31068) of Lawrenceville, GA for the required support equipment. As the Original Equipment Manufacturer, CJC owns all of the proprietary rights to the engineering data and is the sole designer, developer and manufacturer of the Jack Tester. CJC and their authorized distributors are the only sources that are approved to supply the Jack Tester as it is a Critical Safety Item. Non-conforming Jack Testers could cause loss or serious damage to the end item and/or could cause serious injury or death to personnel. CJC and their required distributors are the only sources capable of providing the Jack Tester in the same configuration, form, fit and function required. An adequate purchase description or other information necessary to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the Jack Tester to enable a competitive procurement. 

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
