The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for the following pieces of Support Equipment (SE):
Qty. Five (5) Local Data Cable Open End 1.0m, P/N CAI-3600-vv
Qty. Seven (7) Link Data Cable Open End 1.0m, P/N CAI-3600-ww
Qty. Five (5) Local Data Cable Open End 8.0m, P/N CAI-3600-xx
Qty. Fifteen (15) Link Data Cable Open End 8.0m, CAI-3600-yy
Qty. Nineteen (19) Remote Cable for HC-2650, P/N CAC-3600-02
Qty. Ten (10) Local Data Cable Open End 2.5m, P/N CAI-3600-zz
Qty. Four (4) Handset for HC-2650, P/N AFH-1050
Qty. Four (4) Handset Holder, P/N MDH-1050
Qty. Four (4) Rackmount Drawer for HC-2650, P/N MDF-3600-20
The required SE meets the requirements for encrypted voice and data circuits for operations on the P-3C Platform. This requirement is in support of PMA-290FC and the P-3C Taiwan Program.
The Government intends to issue a contract action on a sole source basis to Crypto AG (CAGE: S4426) of Steinhausen, Switzerland for the required support equipment. As the Original Equipment Manufacturer of the HC-2650 Encryption Platform, Crypto AG has sole proprietorship of all engineering and source data, analyses, drawings and specifications for the required Local and Link Data Cables, Handsets and Rackmount Drawer required to support the capabilities of the Multicom Radio Encryption Special Device Platform, HC-2650. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items in order to enable a competitive procurement.
This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
