The contractors shall support the LAB NI as a service provider in accordance with the requirements and specifications of the LAB NI, Initial Reception Facility Location Osnabrück (hereinafter referred to as "Facility") with places for up to 600 eligible persons with the services listed in the Service Specification - Technical Part (Part B) for Lots 1 to 6.The agreements to be awarded comprise:Lot 1 - Catering,Lot 2 - Medical ward with medical care analogous to a general practitioner's care under consideration of §§ 4, 6 AsylbLG and optional initial examinations including X-ray according to § 62 AsylG,lot 3 - social services with social pedagogical care, leisure pedagogical care and child care/care of entitled persons,lot 4 - proper laundry care of house and object laundry,lot 5 - proper laundry care of personal clothing of the residents,lot 6 - accommodation services.The concrete design and, if necessary, subsequent changes must comply with the framework conditions set by the state reception authority The persons to be admitted are people of the most varied national and ethnic origins with the most varied cultural, religious and political orientations. Family associations must be accommodated as well as single parents and persons travelling alone. The decision on the persons and groups of persons to be taken care of is the sole responsibility of the state reception authority. Further details on the type and scope of the tendered service can be found in the description of services - technical part (part B) for lots 1 to 6. The transfer of parts of the service is only permitted if the contractor cannot provide it for professional or technical reasons and the client agrees to the transfer.
The Contractor shall provide the full-day communal catering for up to 600 entitled persons on 365 or 366 days a year with open mealtimes (no packaged food except for baby and infant food) at the cost of the Service User. The food is taken within the dining room at the Osnabrück site. A supply in case of temporary overcrowding and in special cases is to be guaranteed. Value is to be placed on waste avoidance, disposable dishes and cutlery as well as other disposable dishes are excluded. With this invitation to tender, a contractor is sought who can offer 24-hour, 7-day-a-week medical care as well as hourly medical care analogous to a general practitioner's care in compliance with §§ 4, 6 Asylbewerberleistungsgesetz (AsylbLG) for the care and examination of the approx. 600 accommodated residents (entitled persons) on site in the facility in the LAB NI, Osnabrück location, Sedanstr. 115, 49090 Osnabrück.The following groups of persons are to be cared for or Foreigners who are submitting an asylum application for the first time and who are obliged according to § 14 Para. 1 AsylG to submit the asylum application in person to a branch office of the Federal Office, provided that the entry into the EASY portal has revealed Lower Saxony as the responsible federal state.- Subsequent applicants according to § 71 Para. 2 AsylG who are obliged to reside in a reception facility again due to leaving the Federal territory,- Unauthorised foreigners according to § 15a AufenthG, provided that the entry in the ViLA portal has shown Lower Saxony as the competent Federal State.- Foreigners who are transferred to another federal state under an EASY option, but who need to receive medical care in the facility before being transferred for health reasons,- possibly in future also foreigners with ongoing asylum proceedings and successful municipal allocation, who are to be taken in again at the locations after leaving the federal territory.The task of the 24/7 (24 hours a day/7 days a week) medical station is to provide non-medical health services for the sick persons who are entitled to claim in accordance with the provisions of the law and who are in need of assistance and care at the Osnabrück location. §§ In addition, within the scope of medical care, medical services for the sick, needy and care-entitled persons accommodated at the Osnabrück location are to be provided on site at times to be determined, analogous to a family doctor's care, in compliance with §§ 4, 6 AsylbLG (for details see B).The Contractor shall take over the outpatient care of entitled persons with its own personnel and shall provide care and assistance to all sick, needy and care-needy entitled persons accommodated at the location. He prepares the doctor's consultations taking place at the site and carries them out with his own non-medical and medical staff (for details see C) The non-medical staff of the first-aid station are to provide extensive support to the doctors during the treatment (e.g. for assistance, receptionists, documentation). The contractor will set up an emergency room at his own expense in the rooms provided. The contractor will also make appointments with specialists and dentists. The decision as to when, in addition to basic medical care, specialist medical or dental treatment in accordance with § 4 para. 1 AsylbGL is required is made by the contractor on his own responsibility; in the case of cost-intensive or controversial treatments in consultation with the service recipient.the contractor undertakes to cooperate with established doctors, specialists, hospitals, specialist medical staff and nursing homes. In the calculation, a total of approx. 350 specialist and hospital appointments per month are to be assumed for an accommodation capacity of 600; nursing homes are required approx. once per quarter, although this number cannot be guaranteed. The Contractor shall ensure adequate transfer of documents and information between the respective medical practices, hospitals, nursing homes and the first aid station. The costs for these external doctor's and hospital appointments and nursing homes are borne by the service recipient The contractor coordinates the necessary transports with the service recipient and external service providers. If treatment is not otherwise possible, the Contractor shall also coordinate the language mediators, e.g. to accompany you to doctors in private practice (accompanying interpreting).The following medical services are expressly not the subject of the invitation to tender:- dental care;- emergency treatment outside the scheduled consultation hours;- treatment of persons who are not obliged to live in Osnabrück in accordance with § 47 AsylG.The order should be carried out by a hospital, a medical practice or a company, also a non-profit organisation, which has experience and expertise in carrying out screening tests or at least in offering complete health care services. The counselling and support provided by the social service as well as, for example, accompanying leisure activities and language instruction within the framework of signposting courses are intended to help asylum seekers to find their bearings in a life and culture that is foreign to them and to shape their lives independently. Asylum seekers are thus offered coordinated integration assistance, depending on their needs, previous knowledge and life plan. Upon arrival, all persons entitled to asylum are given relevant information by employees of the Social Services in conversations to promote coexistence within the Osnabrück location. In the course of these interviews, a corresponding anamnesis is taken for each entitled person, from which further individual counselling and support approaches are derived by the staff of the Social Services. Special attention should be paid here to the care of vulnerable persons through psychosocial support and thus to the initial organisation and cooperation with appropriate support systems for early psychological diagnosis and stabilisation by specialist staff. During their stay in Osnabrück, entitled persons with high prospects of staying should be specifically prepared for their future life in the Lower Saxony municipalities. Eligible persons from safe countries of origin (without further prospects of remaining) represent a challenge that must be met with targeted and intensive care - above all with a focus on identifying, promoting and strengthening the existing resources of this group of persons - in preparation for a possible return to the home country.The social services pursue a holistic approach to care that includes ethnic, social, legal, medical and educational aspects as well as leisure activities and is also in line with the protection concept developed by the Ministry of Social Affairs and Health ("Protection against violence" concept see Annex 1). The scope of services is in compliance with the laws, ordinances, guidelines and normative requirements in the Federal Republic of Germany applicable to the awarding of the service "proper laundry care of house and object laundry" to a commercial laundry in the currently valid version, the collection and transport of soiled linen from collection points to be named by the Service User, the proper laundry care (cleaning) of this soiled linen at the Contractor's premises to be named by the Service User, and the return transport of the processed linen to the delivery points to be named by the Service UserThe service is to be offered and carried out free of charge at the service user's points of use (collection and delivery points). The client reserves the right to have the details of the order execution regulated in a service instruction. To avoid the introduction of pests, the laundry is obliged to carry out regular checks on any infestation of the company and to document these. Only means and procedures tested and approved by the RKI/Federal Environmental Agency are to be used for control purposes. The contractor must provide evidence of the presence of a hygiene specialist. The service recipient has the right to have additional wash cycle checks and procedural inspections carried out at his own expense without prior notice. Scope of services is in compliance with the laws, regulations, guidelines and normative requirements in the current version applicable in the Federal Republic of Germany for the award of the service "appropriate laundry care of personal clothing" to a commercial laundry in the premises of the service recipient, the appropriate laundry care (cleaning) of this dirty laundry.To avoid the introduction of pests, the laundry is obliged to carry out regular checks on any infestation of the company and to document them. Only means and procedures tested and approved by the RKI/Federal Environmental Agency are to be used for control purposes. The contractor must provide evidence of the presence of a hygiene specialist. The service recipient has the right to have additional wash cycle checks and procedural inspections carried out at his own expense without prior notice. For the proper accommodation of the entitled persons in the accommodation buildings, the Client requires caretakers for the accommodation services at the Osnabrück location, which are provided by the Contractor.
