The U.S. Food and Drug Administration's Center for Food Safety and Applied Nutrition (CFSAN) has a requirement for an optical tensiometer that can that can simultaneously characterize surface roughness and contact angle of food contact surfaces to strengthen current and planned research projects that support FDA's Office of Food Safety and Office of Food Additive Safety. This instrument is a critical tool to progress our research program on microbiological and allergen adhesion to food contact materials and on the effect of polymer surface properties on chemical additive migration and food package seal integrity.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.
This solicitation is a Request for Quote (RFQ) using FAR Parts 12 and 13.5 procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing.
