Description

The E-Government Act of the State of North Rhine-Westphalia (hereinafter EGovG NRW) obliges the state authorities to keep files in principle electronically from 1.1.2022 at the latest (§9 EGovG NRW) and to process administrative procedures electronically by 1.1.2031 at the latest (§12 EGovG NRW). The subject of procurement described in the following refers exclusively to the implementation of the substitute scanning according to TR RESISCAN (EGP11) in the NRW state administration and here specifically to the concrete implementation of the digitisation of incoming mail of the participating agencies. For reasons of economic efficiency, however, the systems must also be suitable for digitising existing paper files, irrespective of this invitation to tender.
