NOTICE OF INTENT TO SOLE SOURCE
On behalf of the Defense Activity for Nontraditional Education Support (DANTES), Pensacola, FL, the Defense Human Resource Activity (DHRA), Procurement Office intends to negotiate and award a single contract, on a sole source basis, under the authority of 41 U.S. Code § 3304(a)(1), Use of Noncompetitive Procedures, "only one responsible source and no other type of property or service will satisfy the executive agency". This acquisition will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5 - Simplified Procedures for Certain Commercial Items.
The Government intends to procure services in support of the DANTES ACT Exam Program from ACT, Inc. 500 ACT Drive, Iowa City, IA 52243-0001. The North American Industry Classification System Code is 611710 and the business size standard is $15M. The award will be a firm fixed-price contract for a base period and four, one-year option periods.
The ACT is a nationally recognized college readiness entrance examination owned and copyrighted by ACT, Inc. The undergraduate college and university admissions process in the United States is such that, for educational institutions that require a standardized admissions test, the ACT is one of two options. The ACT is used as a measure of college readiness, and by the military services as a device for determining readiness of applicants into enlisted-to-officer candidacy programs.
The required services for the ACT Exam Program include providing DANTES with paper-based, ACT exams and weekly transmission of ACT exam score data for military personnel and members of the U.S. Coast Guard, computer based digital ACT delivery until paper based delivery is eliminated, DANTES registration component for the ACT online registration of computer based testing (CBT), coordinating the establishment of on-base national test centers and testing events in the U.S., and transmission of historical records to DANTES Academic Information Management System (DAIMS). DAIMS is a secured, CAC-enabled system that will manage score reporting for all DANTES-funded academic exams, providing score data to secured military transcript systems, including the Joint Services Transcript (JST), GoArmyEd, Community College of the Air Force (CCAF), and Air Force Automated Education Management System (AFAEMS). DANTES anticipates ordering approximately 1400 tests annually.
This Notice of Intent to Sole Source is not a request for proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be accepted. Interested parties that believe they could satisfy the full requirements for the ACT Exam Program, shall provide clear and convincing evidence of their ability to do so, in writing, by or before the deadline date for this Notice. Submittals will not be returned to the interested party and questions will not be accepted. This is an all or none requirement. Interested parties responding to parts of the requirement will not be considered. A determination by the Government not to compete the required services based upon response to this notice is solely within the discretion of the Government. Costs connected with providing the capability statement will not be reimbursed

d. Contractor Business Classification (i.e., small business, 8(a), woman owned, Hubzone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must register in the SAM located at http://www.sam.gov/portal/SAM/#1
e. Capability Statement shall include information in sufficient detail regarding previous experience on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc. that will facilitate making a capability determination.
Capability statements shall not exceed 5 pages in length, excluding standard brochures. Submissions shall be emailed to the points of contact listed below. COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL NOT BE ACCEPTED.
THE DEADLINE FOR SUBMISSION is Friday, 9:00 a.m., Eastern Time, May 17, 2019.
