United States - Non-Wireless Metabolic Cart-VMAX Encore System

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The requirement is to procure a brand name product for all items in this requirement. Further clarification on the items are listed below. The statutory authority for this brand name procurement is 10 U. S. C. 2304(c)(1) per FAR 6.302-1 (c).

This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. All responsible sources may submit a quotation which, if timely received, will be considered by the Agency. All proposals received will be reviwed and evaluated by the Lowest Price Technically Acceptable to the government.

NAMRU-Dayton specializes in providing aeromedical research for the Department of Defense. A focus area of our research involves studying the utility of various physiological sensors for use in the flight environment. One research effort in this area involves a transcutaneous carbon dioxide monitor. The project will assess the level of agreement between transcutaneous CO2 measurements and a silver standard, end-tidal carbon dioxide, which is the amount of carbon dioxide expired at the end of each breath cycle. To measure end-tidal CO2, we need a device to measure expired gas concentrations.
NAMRU-Dayton requests the immediate acquisition of a non-wireless metabolic cart, also known as indirect calorimeter. For our specific needs, the below part numbers, descriptions, and quanitities are what is being required for this requirement and all fall under the brand name VMAX.

This experimental design has a critical time sensitive component and we would require complete fabrication, customization, delivery and any necessary post award adjustments and training within 4-6 weeks of award.

All items will be shipped to Wright Patterson AFB, Ohio 45433. Please submit quotes to both POC's listed. The quote should include all applicable shipping and handling costs. As NAMRU-D is a Government facility, no sales tax will be paid. All invoices for this standing order will be submitted electronically through Wide Area Work Flow(WAWF) - Invoicing Receipt Acceptance Property Transfer(iRAPT).
