Nature of Requirements:

Public Works and Government Services Canada (PWGSC) proposes to establish National Master Standing Offers (NMSOs) with discount pricing with suppliers of multi-source (generic) pharmaceuticals on behalf of the Federal Buying Group Program for Drugs and Vaccines. The manufacturers PWGSC intends to establish NMSOs are:
Apotex Inc., Auro Pharma, Bausch Health Canada Inc., Jamp Pharma Corp., Laboratoires Atlas, Marcan Pharmaceuticals, Mylan Pharmaceuticals, Natco Pharma, Pharmascience Inc., Sandoz Canada Inc., Sterimax Inc., Teligent Canada Inc. and Teva Canada Ltd.

The Department of National Defence (DND), Indigenous Services Canada (ISC) and Correctional Services Canada (CSC) purchase a significant amount of their pharmaceutical needs via a Pharmaceutical Prime Vendor National Master Standing Offer (NSMO) currently held by McKesson Canada. Historical usage reports under this NMSO were used to identify potential suppliers listed above.

Any supplier not listed above who would like to be considered for issuance of a NMSO must meet the minimum requirements listed below:

1) Submit firm discounted prices for items listed in their current published price list(s) and/or catalogue(s). Discounted prices must be held firm for the period of the Standing Offer.

2) Items submitted must be limited to generic pharmaceutical products. Standing Offers will not be awarded for non-pharmaceutical/drug related products such as chemicals, personal hygiene products, gloves, glass beakers, etc.)

3) Agree to the Disclosure of Information Clause. Suppliers, in the event of a resulting Standing Offer, agree and consent to the disclosure of its Standing Offer unit prices to McKesson Canada or to another prime distributor as may be necessitated by a change in current arrangements.

4) Have a Drug Identification Number (DIN) or a Notice of Compliance (NOC), where applicable, issued from the Biologics and Genetic Therapies Directorate (BGTD) for each product sold; and must be in compliance with the provisions of the Controlled Drugs and Substances Act and Regulations.

5) Be capable of supplying goods to users across Canada.

Standing Offer Period:
From issuance of Standing Offer to September 30, 2022.

Delivery:
Will be on an as-and-when requested basis.

Trade Agreements:
The provisions of the World Trade Organization-Agreement on Government Procurement (WTO-AGP), North American Free Trade Agreement (NAFTA), Canada-Chile Free Trade Agreement (CCFTA) and Canada-Columbia Free Trade Agreement Canada- Peru Free Trade (FTA) are not applicable for reasons connected with the protection of human life and health (see NAFTA article 1018 para. 2 (a) and (b); WTO-AGP article XXIII (2); CCFTA Article Kbis 16-2(b); and FTA article 1402 para. 2(b), and because of the absence of regulatory harmonization between Canada and the other signatory countries to the WTO-AGP, NAFTA CCFTA, and FTA.

This requirement is subject to the Canadian Free Trade Agreement (CFTA).
