The National Institutes of Health (NIH) intends to negotiate and award, on a sole-source basis, a modification to a contract with Larta, Inc., 1149 S Hill St, Los Angeles, CA 90015. This contract modification will extend the Larta, Inc. "Commercialization Assistance Program (CAP) for NIH SBIR and STTR Phase II Awardees" contract for one year. This action is being taken under the Authority of 41 U.S.C. 253(c)(1) FAR 6.302-1. Independently, and not as an agent of the Government, the Contractor shall provide all necessary personnel, facilities, supplies and services (except for those to be furnished by the Government) to perform the work required.

TASKS/SERVICES:

CAP is a 9-month mentoring and training program that includes one-on-one business counseling organized around topics that will contribute to the development of a strategic action plan, business plan, or a licensing or go-to-market strategy. Additionally, the CAP seeks to provide robust strategic and technical assistance to program participants seeking help with the Food and Drug Administration (FDA) regulatory and approval processes, typically representing a significant proportion of companies funded by the NIH SBIR and STTR programs. During the one-year period starting from early July 2019, Larta Inc will continue to help NIH-selected NIH Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) Phase II awardees accelerate the transition of their NIH-funded technologies under the SBIR and STTR programs into the marketplace. After this one-year continuation period, NIH will be competing this requirement.
The contractor shall continue to provide participants with individualized assistance toward accomplishing the following goals; developing or improving strategic business planning, developing or improving market identification, definition, and research capabilities, developing or improving marketing materials, developing a roadmap for and establishing licensing opportunities, developing a roadmap for and establish strategic and/or investment partnerships, seeking regulatory and/or reimbursement approvals. The contractor will continue to maintain a web-based project management system that accepts applications and tracks program participants progress, evaluate applications to CAP and recommend participants to the NIH, develop and coordinate a workshop to introduce all selected companies to the program, work one-on-one with emerging companies to: (1) provide business and strategic planning; (2) develop a management toolkit; and (3) connect participants with potential partners and/or investors. The contractor will continue to provide individualized mentoring for advanced companies on specific advanced commercialization outcomes, provide individualized mentoring for advanced companies on regulatory and reimbursement related issues. Further the contractor will continue to develop and lead feedback workshop(s) to provide emerging companies with feedback from industry representatives and other expert resources and track participants' commercialization progress.
This contract modification shall be for one-year with no options years. This proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. Any other firm that feels they are qualified to provide such services must submit a detailed capability statement documenting their ability to provide this service by meeting the requirements stated above. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest by sending capability statements in reference to this requirement no later than 12:00 p.m., June 20, 2019 to: Donald Ledwig, Donald.Ledwig@nih.gov or 301-443-8278.
