Not responding to this notice does not preclude participation in any future contract activity related to this notice.
The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) is hereby soliciting information about potential sources capable of providing environmental, medical, and occupational health support services to NASA KSC, NASA Headquarters, and the United States Air Force 45th Space Wing, under a contemplated NASA Environmental and Medical Contract (NEMCON). In addition, KSC is soliciting information in support of NASA's Enterprise Strategy which is exploring strategic sourcing opportunities for various product lines and services including, but not limited to, environmental consulting and occupational health services. NEMCON will likely include work content currently provided under contract NNK16OB01C, Kennedy Environmental and Medical Contract (KEMCON) and may expand to include support for other NASA locations, either remotely or onsite.
The NAICS Code for this requirement is 541620 - Environmental Consulting Services with a size standard of $15.0M.
Requirements contemplated under the NEMCON include-
1. NASA KSC Environmental Compliance Support: conduct permit sampling and analysis; prepare regulatory reports; provide regulatory consultation; investigate and clean up hazardous material spills; sample, characterize, and dispose of hazardous and controlled waste; perform ecological monitoring and manage data sets; monitor impacts from KSC launches on the environment; assist with compliance surveillance; provide professional engineering services; and provide compliance program management support and subject matter expertise.
2. NASA KSC Environmental Health Support: provide industrial hygiene, health physics (radiation safety), and public health services to include providing expert consultation; scheduling work with customers; conducting hazard assessments and exposure monitoring; providing support to hazardous operations (e.g., confined space permitting, confined space monitoring, toxic vapor monitoring); operating onsite laboratories to analyze samples; arranging for offsite laboratory services to analyze samples; preparing reports for customers; and implementing a quality assurance program.
3. NASA KSC Aerospace Medicine Support: provide aerospace medicine expertise; provide medical and human systems expertise to evaluate ground system and flight vehicle designs for flight crew interfaces (e.g., emergency egress systems); develop and implement medical support and incident response plans for launch and landing events and exercises; provide and train medical support personnel for launch and landing events and exercises; provide medical support to flight crews when stationed at KSC (e.g., NASA health stabilization program implementation, visitor medical evaluations, and clinical laboratory analysis).
4. NASA KSC Occupational Health Support: operate onsite clinics; conduct physical examinations and issue medical certifications; provide medical treatments to employees and launch guests; provide employee assistance counselling; provide health and medical training services; operate fitness facilities; perform musculoskeletal rehabilitation services; provide health education and wellness services; direct emergency medical services; manage employee medical records; and provide clinical laboratory services.
5. Air Force Occupational and Environmental Health Support: provide occupational health services (e.g., conduct physical examinations, issue medical certifications, and provide clinical laboratory services) and environmental health services (e.g., industrial hygiene, health physics, public health, emergency response, and potable water system sampling support) to the 45th Space Wing (and their tenants) at Cape Canaveral Air Force Station (CCAFS) and Patrick Air Force Base (PAFB).
6. NASA Headquarters Environmental Support: provide Agency sustainability, energy, water, and National Environmental Policy Act program management support and subject matter expertise; assist with policy development and functional compliance; prepare Agency plans, reports, and guidance documents; facilitate Agency working groups, community of practice meetings, and environmental conferences; and manage Agency sustainability award calls.
7. NASA Agency Environmental Support: perform audits of offsite hazardous and controlled waste treatment, storage, and disposal facilities used by NASA; update and maintain Center environmental resource documents; and update and maintain Center cultural resource management plans.
8. Other Support contemplated for NASA KSC, NASA HQ, and other NASA Centers and the 45th Air Force Space Wing: NEMCON may also provide additional medical, occupational health, environmental health, and environmental services (special projects and recurring services) as requested through separate ordering procedures.
Onsite support would be required at Kennedy Space Center, FL to perform work for NASA. Limited onsite support would also be required at CCAFS and PAFB to perform work for the 45th Space Wing. Support for NASA Headquarters would be performed remotely. The potential exists to expand these services, either in whole or in part, to additional NASA Centers located in the following areas: Alabama, California, Louisiana, Maryland, Mississippi, New Mexico, Ohio, Texas, and Virginia.
NASA KSC is seeking capabilities from all interested parties, including small, small disadvantaged (SDB), 8(a), women-owned (WOSB), veteran-owned (VOSB), service-disabled veteran-owned (SDVOSB), and Historically Underutilized Business Zone (HUBZone) small business concerns, as well as Historically Black Colleges and Universities and minority institutions for the purposes of determining the appropriate level of competition or small business subcontracting goals for this effort. The Government reserves the right to consider a small business, 8(a), WOSB, VOSB, SDVOSB, or HUBZone small business set-aside based on responses hereto.
Prospective offerors having the capabilities necessary to provide environmental, medical, and occupational health support services as described are requested to submit a capability statement of ten (10) pages or less (excludes Attachment A) using 12-point Times New Roman font. A page is defined as one side of a sheet, 8.5" x 11", with at least one-inch margins on all sides.
Responses must include the following:
1. Company name, address, and website
2. Point of contact, including title, phone number and e-mail address
3. CAGE code and DUNS number
4. Size of business and socioeconomic status (e.g., SDB, WOSB, VOSB, SDVOSB, HUBZone) if applicable
5. Total annual revenue by year for the past 3 years and number of employees
6. Ownership; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), if known and applicable
7. Company's capabilities and experience providing environmental, medical, and occupational health support services as described above. For businesses that cannot perform the entire scope, identify the types of services that your company could perform
8. Description of capabilities to provide services at multiple NASA locations remotely or onsite
9. Response to Attachment A entitled NEMCON Market Survey Questionnaire
