PRE-PROPOSAL CONFERENCE:

A Pre-Proposal Conference Briefing, for this requirement, will be held on 29 July 2019, 09:00 a.m-11:00 a.m, Central Daylight Time (CDT), at the LaQuinta Inn and Suites located at 7115 Coastal Palms Blvd, Panama City, Beach, Florida 32408. All interested Offerors shall submit their intent to participate with the company's name and name of personnel of who will be attending to Courtney Henslee, Contract Specialist, via e-mail at Courtney.henslee@navy.mil no later than 24 July 2019, 3:00 p.m. CDT. There will be a site visit to the SeaFighter following the Pre-Proposal Conference.

SYNOPSIS DESCRIPTION:

The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit offers, from qualified 8(a) firms, for crew support, operation and maintenance of the Sea Fighter (FSF-1). Sea Fighter (FSF-1) is a wave-piercing catamaran (262 ft long/950 ton displacement/15 ft draft) powered by a Combined Diesel or Gas (CODOG) power plant. Sea Fighter operates as a technology demonstrator/risk reduction platform home-ported at the Naval Support Activity Panama City (NSA PC), Panama City, FL.
This requirement is for a contractor to provide the crew required to operate and maintain the FSF-1 during systems test and experimentation and during transit between ports. Security Clearances at the TOP SECRET level will be required.
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award single contract consisting of Cost-Plus-Fixed-Fee (CPFF) Line Items for labor and Cost Line Items for Other Direct Costs (ODCs) and Dry Docking. The anticipated solicitation will contain a 12-month base period plus four 12-month option periods for a total period of performance of 60 months, if all options are exercised.
The current incumbent on this effort is the Yulista/Y-Tech under contract N61331-15-C-0025.
The requirement is to be solicited as a competitive procurement action pursuant to Section 8(a), of the Small Business Act [15 USC 637(a)] and FAR 19.805. All responsible 8(a) sources may submit a proposal, which shall be considered. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(A) SET-ASIDE BASED ON RESPONSES HERETO.
Attached is a draft copy of the Performance Work Statement (PWS). Please provide any questions on the PWS along with offerors intent to participate to Courtney Henslee, Contract Specialist, via e-mail at Courtney.henslee@navy.mil no later than 26 July 2019, 3:00 p.m. CDT. Please note that this is only a draft version of the PWS. It is a not a final document until release of the solicitation. Although revisions may occur, the core requirement will remain the same.
This requirement will ONLY be made available through the Government Point of Entry (GPE). The Government will NOT provide hard copies (paper sets) or CD-ROMs of this solicitation.
