United States - Multi-Year AN/ALQ-213 Electronic Countermeasures System Enterprise Effort

Defense Logistics Agency, DLA Aviation Warner Robins division will acquire replenishment spare parts, engineering services and repairs applicable to the AN/ALQ-213 Electronic Countermeasures System (ECMS) on the F-16, A-10, and C-130 aircraft.  This requirement is to integrate the AN/ALQ-213 ECMS on F-16 aircraft, as well as support future Foreign Military Sales purchases using other than full and open competition procedures.     
DLA Aviation Warner Robins contemplates an Indefinite Quantity Indefinite Delivery (IDIQ), with multiple pricing arrangements that may include Firm-Fixed Price and Cost Plus Fixed Fee line items for the multi-year contract. Proposed length is a 1-year basic with nine (9) 1-year ordering periods for the following NSNs below:

The contractor must have the technical data, equipment, and skills to produce, provide Engineering Services, and repair the Line Replaceable Units (LRU).  Additionally, the contractor must have the technical data, equipment, and skills to monitor and resolve Diminishing Manufacturing Sources (DMS), resolve obsolescence issues for the above Line Replaceable Units (LRUs) and Shop Replaceable Units (SRU).
The proposed acquisition will be contracted sole source to Terma North America Inc. 128 Osigian Blvd, Suite 100 Warner Robins, Ga CAGE Code : 4AHH0 pursuant to 10 USC 23049(c)(1).  Detail data/drawings/schematics or any other releasable technical data in support of this requirement are not available from the procuring activity.  Required Delivery is to be determined based upon solicitation terms and conditions.

IAW FAR 5.207(c)(16)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
 
Based upon market research, the Government is anticipating using the policies contained in FAR Part 15, Contract by Negotiations, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
