Description

The SOLAS Safe Pass Health and Safety Awareness Training Programme is to ensure that, over the course of time, all workers in construction will have a basic knowledge of health and safety, and be able to work on-site without being a risk to themselves or others who might be affected by their acts or omissions. From a health and safety perspective, construction workers are bound by law to hold a valid Safe Pass card. The aims of the programme are focused mainly around health and safety awareness, while the benefits include an improved safety culture.

In order to achieve the objectives set by the Social Partners and the Construction Industry Group, it is important that the SOLAS Safe Pass Programme is delivered by accredited Safe Pass Tutors to a consistent standard. The delivery of the Programme to this consistent standard will ensure that all workers in Construction will receive the same standard of Health and Safety training and will use this knowledge to improve safety practice on site.

With this in mind SOLAS are seeking to establish a framework agreement for the provision of Safe Pass monitors to provide a monitoring and mentoring service that:

• Demonstrates to Safe Pass stakeholders that SOLAS is committed to implementing Monitoring/Mentoring programmes that provide for the maintenance of standards.

• Use results of Monitoring/Mentoring as a basis to:
a. Enhance communications with SOLAS approved training providers and Safe Pass Stakeholders.
b. Provide feedback to programme designers on matters relating to the delivery of programmes and assessment procedures.
c. Facilitate the achievement of the aims of the Safe Pass Programme.
d. Achieve a consistent approach to delivery and assessment methods that come within the scope of the SOLAS Safe Pass Programme.
e. Identify any non-conformances, record and report in keeping with the required standards.
