Description

This contract is part of the projects for the connection to the public electricity transmission network of the offshore wind farms off Normandy and South Brittany, which will be awarded during the calls for tender launched by the French government. It describes the services expected within the framework of the realization of the current state of the environment for the electrical connection of the future wind farms, including the terrestrial and maritime parts of this connection, as well as the services necessary for the requests for authorizations for the terrestrial and submarine connection works in French waters (including the impact study).
Carrying out the current state of the environment in the sense of article R. 122-5 of the environmental code for the electrical connection zones (maritime and terrestrial) associated with the offshore wind project zones. This includes:- the production of bibliographic summaries on all environmental compartments;- the sizing of in situ campaigns to be carried out on certain compartments;- the preparation and implementation of in situ measurement campaigns to collect data;- the processing and analysis of data acquired during the campaigns to establish the current state of the area.The current state of the environment covers all of the following compartments:- physical and natural marine environment planktonic biocenosis, water and sediment quality, marine and coastal geomorphology, ambient noise, inventory and protection zones, marine and migratory avifauna, chiropterans, marine mammals, marine turtles, large pelagic fish, benthic populations and habitats, phanerogams and macroalgae, fish, molluscs and crustaceans geology, coastline, pedology, environmental noise, hydrography, polluted sites and soils, natural risks, fauna, flora, habitats, ecological continuity; - heritage and landscape; - human environment: socio-economic activities that structure the territories (professional fishing, tourism, agriculture, etc.), urban planning.The results of these studies will be used to draw up a current state of the environment as part of an impact study of the future connection project (substations and electrical links). All property rights to the results obtained under this contract (raw data, studies, maps, etc.) will be vested in RTE. The target dates for the start of these campaigns are December 2021.RTE is also carrying out the files and authorisations required for the construction of the connection, including the application for a Declaration of Public Utility (DUP), including the impact study, the application for a Concession for the Use of the Public Maritime Domain (CUDPM), the Natura 2000 impact study for the maritime part and for the land part, the application for an Environmental Authorisation (DAE), including the application for an authorisation under the Law on Water, and the application for a derogation for the destruction, disruption or transfer of protected terrestrial and marine species, the application file for a land clearing permit and the ICPE file, a presentation note of the main characteristics of the project within the framework of an application for approval of the project (APO) or consultation with the mayors and managers (networks and roads), the file for compatibility with urban planning documents (MEC), including the analysis of the compatibility of the urban planning documents and, if necessary, the MEC file, file for passage through the sites commission, file for passage through the ad hoc commission for listed and classified monuments, single authorisation application file, for works in the exclusive economic zone.
