On or about 8 July 2019, this office will issue an Invitation for Bid (IFB) for the Military Working Dog Kennel, F.E. Warren AFB, Wyoming. The solicitation will close on or about 8 August 2019.
This solicitation is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB).
A site visit for the project will be held. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See SITE VISIT in solicitation Section 00 21 00.
DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below.
Project Description: (Approx. quantities)
This project is to construct a new 4,510 SF Kennel/Administration Facility, obedience training area, and exercise area for Canine and support personnel. Kennel will include ten (10) indoor kennels with dog houses. An Administration Facility will be attached to the Kennel Facility and will be sized for one Kennel master, two trainers, and handlers. This project will also include the demolishment of the existing Dog Kennel facility. Other primary areas of administration will include exam/solitude room, food prep room, and small locker room with showers at FE Warren AFB, WY.
The Contractor will be required to commence work within 10 days after notice to proceed and complete the work in the proposed number of calendar days (Not to Exceed 450 calendar days) after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. The above project description is for information only. Project scope of work is subject to change. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
The estimated construction cost of this project is between $1,000,000 and $4,000,000.

Please be advised of on-line registration requirement for Contractor Registration and for Representations and Certifications Application ‘ORCA' is now located in System for Award Management ‘SAM' database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
Registration with the System for Award Management (SAM) for a domestic entity (located in the United States or its outlying areas) and international entity (not located in the United States or its outlying areas) requires compliance with policy implemented effective 22 March 2018 for new entities registering in SAM and effective 27 April 2018 for existing registrations being updated or renewed. GSA Policy requires submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated.
