This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached. The solicitation number is 12052118S0009 and is issued as a request for quotation (RFQ). The acquisition is a 100% Small Business Set-Aside. The NAICS code is 334516. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2019-05. The Government intends to issue a firm-fixed price service contract for this requirement.
 
The USDA, Agricultural Research Service, Washington State University Johnson Hall Pullman, WA 99164 has a requirement for a plate reader.
Items required:
Qty            Description
Multi-Mode Microplate Reader requirements:
 
1. Compatible with 6- to 384-well microplates.
 
2. Compatible with 2 μL low volume microplate accessory with 16- or 48-sample microspots for direct nucleic acid quantification as well as fluorescence and luminescence measurements.
 
3. Must have dual optical system combining monochromator - based absorbance with filter-based fluorescence for high performance in the same instrument.
 
4. Optional Dual reagent injection.
 
5. Top and bottom fluorescence detection.
 
6.  Able to read AlphaScreen® and AlphaLISA® assays.
 
7.  Dynamic range >6 decades.
 
8. Able to control temperature to 50 °C with a 4-zone temperature control system, with excellent uniformity across the microplate.
 
9. Temperature gradient setting to minimize condensation on plate lids during incubated processes.
 
10. Include data analysis software.
 
11. Must be modular and configurable for separate absorbance, fluorescence and luminescence readers.
