Description
This service operates independently but remains complementary to existing airport emergency services (SPPS and ARFF). It aims to cover the obligations of the airport manager arising from article D3116-20 of the Public Health Code concerning the implementation of a medical service for passengers within the framework of the application of the International Health Regulations in the points of entry into the territory.This Medical Assistance Service must be carried out in accordance with the regulations and the rules and good practices of the profession, according to the terms and conditions agreed in 2016 between the Toulouse Blagnac Airport ATB and the Regional Health Agency (ARS) (in particular concerning the schedules and qualifications of the interveners).
The missions entrusted are as follows: To organize and ensure the care, according to the rules of dimensioning specified in the contract and taking into account the public emergency services: acts of first medical or nursing examination for any person who is a victim of illness or accident on the perimeter of the airport concession or any person requesting care from the infirmary (passengers, crews, visitors, accompanying persons, airport employees, etc.), pain management in situations requiring it, medical and paramedical care for patients whose state of health requires it, and their eventual transferIntervene, during the hours of presence, in support of the existing airport emergency services for all medical emergencies.In health and public health emergencies, implement the measures defined in the framework of sanitary border control and the Public Health Emergency Response Plan (PIUSP), according to the scope of its competence and attributions and instructions previously defined by ATB in conjunction with the authorities; Ensure the supply and management of medicines, consumables and pharmaceutical accessories and emergency equipment necessary for the service, as well as those made available by ATB to other airport emergency services. By extension, the contract has been extended to include the monitoring and maintenance of ATB's defibrillator fleet. The contract also covers the reception and information of the public concerning health information to be provided to travelers, including the updating of health information displays and media in the airport terminals for the public.Changes in schedule and/or size will be subject to the rules of notice and commercial conditions set out in the contract, modulated according to the extent of the impact, in particular socio-economic.
