1. Introduction/Purpose

The FAA has a requirement for geographic dataset for taxiways, aprons/hardstands, stopways and buildings at thousands of airports across the United States. See the Draft SOW attachment for more details. The period of performance is anticipated to begin August 31, 2019 and will include a one-year base period and up to two one-year option periods, if exercised.

2. Incumbent Contractor (if applicable)

N/A

3. Nature of Competition

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey.

4. Notice to Interested Parties

(a) This is not a Screening Information Request or Request for Proposals of any kind;

(b) The FAA is not seeking or accepting unsolicited proposals;

(c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and

(d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense

5. North American Industry Classification System (NAICS) Code

The NAICS code for this requirement is 541511 – Custom Computer Programming Services with a Small Business Size Standard of $27.5M.

6. Submittal Requirements for Market Survey

Interested companies must submit the following:

(a) Capability Statement (5 page limit): Submit a brief summary of your firm’s capability in meeting the FAA’s requirements as described in the attached Draft SOW. Please include the following:

a. Corporate capabilities

b. Technical approach

c. Relevant corporate experience with this type of work

d. Size and type of services provided by previous contracts

e. Number of years in business

f. Anticipated teaming or sub-contractor agreements

g. Comments on requirements per the Draft SOW

(b) Completed Business Declaration (2 page limit)

(c) Rough Order of Magnitude (ROM) Estimate (1 page limit)

7. Delivery of Submittals

Interested companies must submit their response to this market survey electronically in PDF or Microsoft Word format (combined file size limit is no more than 10 MB) to the Contracting Officer at michele.d.mustin@faa.gov by no later than 5:00PM (CST) on June 3, 2019.

Email should reference “Market Survey Response # AJVA1122” in the title for ease of identification.

It is the responsibility of the interested parties to confirm successful transmission of the submittal before the due date and time specified. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted.

Respondents are encouraged to review the attached document and provide comments.
