Description

1) the subject matter of the contract is monitoring of marine species and habitats;2) the subject matter of the contract - monitoring of the porpoise, will be executed within 2 years;3) description of the subject matter of the contract. The subject matter of the contract will include species of marine mammals - porpoises, connected with marine areas, occurring in Polish maritime areas (POM), which are listed in the Regulation of the Minister of Environment of 13 April 2010. In the Polish maritime areas there are two populations of harbour porpoises (Western Baltic and Baltic). The research in 2021-2022 will cover both populations, in accordance with the recommendation to carry out monitoring on the basis of the research carried out under the work entitled "The European Union's policy on the protection of the environment". "Pilot implementation of monitoring of marine species and habitats in 2015-2018".
The necessity of conducting monitoring of marine mammal species (1 351 Phocoena phocoena porpoises) results from the provisions of Article 112 of the Nature Conservation Act of 16 April 2004 (Journal of Laws of 2020, item 55 as amended), Council Directive 92/43/EEC of 21 May 1993. on the protection of natural habitats and wild fauna and flora, Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for Community action in the field of marine environmental policy (Marine Strategy Framework Directive) and Commission Decision (EU) 2017/848 of 17 May 2017. establishing criteria and methodological standards for good environmental status of marine waters and specifications and harmonised methods for monitoring and assessment and repealing Decision 2010/477/EU.Monitoring of marine mammals includes the seal and harbour porpoise species found in the Baltic Sea, i.e. the European Union and the United Kingdom.Monitoring of marine mammals covers seal and harbour porpoise species found in the Baltic Sea, i.e.: grey seal (1,364 Halichoerus grypus), common seal (1,365 Phoca vitulina), ringed seal (1,938 Phoca hispida) and harbour porpoise (1,351 Phocoena phocoena), which are listed in the Ordinance of the Minister of Environment of 13 April 2010 on natural habitats and species of Community interest and criteria for the selection of areas eligible for recognition or designation as Natura 2000 sites (i.e. Journal of Laws of 2014, Data from the monitoring of marine mammal species - harbour porpoise, will be used to monitor the effectiveness of protection activities and to fulfil the reporting obligations under Article 17 of Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (listed in Annex II and Annex IV of the above mentioned Directive) and Articles 8 and 13 of Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for Community action in the field of marine environmental policy (Marine Strategy Framework Directive). Data from harbour porpoise monitoring will be used for the second update of the preliminary assessment of the environmental status of marine waters for marine characteristics 1 and 4 - biodiversity and trophic chains and for the development of quantitative indicators for the Environmental Status Assessment (GES) as well as for the Habitats Directive (DS) conservation status assessment report.All costs related to obtaining the documents required by law to carry out monitoring are on the contractor's side.All costs associated with the performance of the study are the responsibility of the contractor.All costs associated with the issuance of the measuring equipment (CPOD), service and undertaking after the completion of the study, providing the unit with the crew, having all the necessary qualifications, are the responsibility of the contractor.The equipment, including the measuring equipment, software and infrastructure necessary for the performance of the study, the contractor will provide at its own expense.Porpoise monitoring will be carried out in 2 years, in three stages: - stage I - by February 25, 2021,- stage II - by 20 May 2022, - stage III - by 10 October 2022.
