PUBLICATION NOTICE
PRICE-BASED TENDER
The Sous-ministériat des services de justice et des registres (SMSJR), through the Direction du Bureau de la sous-ministre associée et des mandats spéciaux (DBSMAMS) of the SMSJR, intends to issue a public call for tenders for the rental of franking equipment and the purchase of consumables to operate said equipment. The Ministère de la Justice (MJQ) needs to lease new franking equipment, as the equipment currently in place in the courthouse network was supplied under the Revenu Québec contract. The equipment currently installed will be recovered at the end of September 2024.
As a result, the MJQ must undertake its own public tendering process to meet the courthouses' postal operations needs.

Tenders for this call for tenders must be submitted before 11 a.m. local time on July 15, 2024, to the attention of Marilyn Gignac, at the following address

RECEIPT OF ELECTRONIC BIDS
Suppliers must submit their bids within the timeframe specified in the tender documents.
In the case of an electronically transmitted bid, the bid must be submitted (encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of bids.
The Minister cannot be held responsible for Internet traffic for the electronic transmission of bids. It is the bidder's responsibility to allow additional time for transmission.
DEADLINE FOR RECEIPT OF COMPLAINTS
The deadline for complaints is July 2, 2024.
SUPPLIER ELIGIBLE TO BID
Only qualified suppliers with an establishment in Quebec or in one of the territories covered by the applicable agreements and who have obtained the tender documents distributed by the Electronic Tendering System (SEAO) are eligible to submit bids.
In addition to the above conditions, the service provider must hold an ISO 14001 registration certificate.
The contracts covered by this call for tenders are subject to the Ontario-Quebec Trade and Cooperation Agreement (OQTCA), the Canadian Free Trade Agreement (CFTA), the World Trade Organization Agreement on Government Procurement (WTO-AGP) or the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
The Department of Justice makes no commitment to accept any of the bids received, even those offering the lowest price.
